55 A JOINT RESOLUTION
66 proposing a constitutional amendment to require the legislature to
77 appropriate funds to state institutions of higher education to fund
88 certain education programs for veterans.
99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Article VII, Texas Constitution, is amended by
1111 adding Section 21 to read as follows:
1212 Sec. 21. The legislature shall appropriate to each state
1313 institution of higher education, out of the first money coming into
1414 the treasury not otherwise appropriated by this constitution, an
1515 amount sufficient to fund at least 50 percent of the cost to the
1616 institutions of providing tuition and fee exemptions for veterans
1717 under a program created by the legislature by general law.
1818 SECTION 2. This proposed constitutional amendment shall be
1919 submitted to the voters at an election to be held November 5, 2019.
2020 The ballot shall be printed to provide for voting for or against the
2121 proposition: "The constitutional amendment requiring the
2222 legislature to appropriate funds to state institutions of higher
2323 education to fund certain education programs for veterans."
