| 8 | 8 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 9 | 9 | SECTION 1. Article III, Texas Constitution, is amended by | |
| 10 | 10 | adding Section 49-q to read as follows: | |
| 11 | 11 | Sec. 49-q. (a) The legislature by local law may create a | |
| 12 | 12 | regional mobility authority for the purposes of constructing, | |
| 13 | 13 | maintaining, and operating transportation projects in a region of | |
| 14 | 14 | this state. | |
| 15 | 15 | (b) The legislature may pass a local law described by | |
| 16 | 16 | Subsection (a) without the local notice required for special or | |
| 17 | 17 | local laws. | |
| 18 | 18 | SECTION 2. This proposed constitutional amendment shall be | |
| 19 | 19 | submitted to the voters at an election to be held November 5, 2019. | |
| 20 | 20 | The ballot shall be printed to permit voting for or against the | |
| 21 | 21 | proposition: "The constitutional amendment to authorize the | |
| 22 | 22 | legislature to create a regional mobility authority by local law." |
