 A JOINT RESOLUTION
proposing a constitutional amendment authorizing the denial of bail
to an accused person if necessary to ensure the person's appearance
in court and the safety of the community and the victim of the
 alleged offense.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Article I, Texas Constitution, is amended by
adding Section 11d to read as follows:
Sec. 11d. The legislature by law may authorize the denial of
bail pending trial for a person accused of a violent or sexual
offense if a judge or magistrate determines by clear and convincing

 (2) the safety of the community or the victim of the
 alleged offense.
SECTION 2. This proposed constitutional amendment shall be
submitted to the voters at an election to be held November 5, 2019.
The ballot shall be printed to permit voting for or against the
proposition: "The constitutional amendment authorizing the denial
of bail to an accused person if necessary to ensure the person's

 of the alleged offense."
