55 A JOINT RESOLUTION
66 proposing a constitutional amendment authorizing the governing
77 body of a county or municipality to adopt a local option exemption
88 from ad valorem taxation of a portion, expressed as a dollar amount,
99 of the market value of real property of a business that provides, or
1010 pays for the provision of, certain services for honorably
1111 discharged veterans without cost.
1212 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1313 SECTION 1. Article VIII, Texas Constitution, is amended by
1414 adding Section 1-u to read as follows:
1515 Sec. 1-u. The governing body of a county or municipality may
1616 exempt from ad valorem taxation a portion, expressed as a dollar
1717 amount as prescribed by the legislature by general law, of the
1818 market value of real property that a person owns and uses to operate
1919 a business that provides, or pays for the provision of, housing,
2020 substance abuse treatment, residential treatment services, case
2121 management services, or mental health counseling for one or more
2222 honorably discharged veterans of the armed services of the United
2323 States without cost. The legislature by general law may provide
2424 additional eligibility requirements for the exemption.
2525 SECTION 2. This proposed constitutional amendment shall be
2626 submitted to the voters at an election to be held November 5, 2019.
2727 The ballot shall be printed to permit voting for or against the
2828 proposition: "The constitutional amendment authorizing the
2929 governing body of a county or municipality to adopt a local option
3030 exemption from ad valorem taxation of a portion, expressed as a
3131 dollar amount, of the market value of real property of a business
3232 that provides, or pays for the provision of, housing, substance
3333 abuse treatment, residential treatment services, case management
3434 services, or mental health counseling for honorably discharged
3535 veterans without cost."
