| 12 | 12 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 13 | 13 | | SECTION 1. Article VIII, Texas Constitution, is amended by |
|---|
| 14 | 14 | | adding Section 1-u to read as follows: |
|---|
| 15 | 15 | | Sec. 1-u. The governing body of a county or municipality may |
|---|
| 16 | 16 | | exempt from ad valorem taxation a portion, expressed as a dollar |
|---|
| 17 | 17 | | amount as prescribed by the legislature by general law, of the |
|---|
| 18 | 18 | | market value of real property that a person owns and uses to operate |
|---|
| 19 | 19 | | a business that provides, or pays for the provision of, housing, |
|---|
| 20 | 20 | | substance abuse treatment, residential treatment services, case |
|---|
| 21 | 21 | | management services, or mental health counseling for one or more |
|---|
| 22 | 22 | | honorably discharged veterans of the armed services of the United |
|---|
| 23 | 23 | | States without cost. The legislature by general law may provide |
|---|
| 24 | 24 | | additional eligibility requirements for the exemption. |
|---|
| 25 | 25 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 26 | 26 | | submitted to the voters at an election to be held November 5, 2019. |
|---|
| 27 | 27 | | The ballot shall be printed to permit voting for or against the |
|---|
| 28 | 28 | | proposition: "The constitutional amendment authorizing the |
|---|
| 29 | 29 | | governing body of a county or municipality to adopt a local option |
|---|
| 30 | 30 | | exemption from ad valorem taxation of a portion, expressed as a |
|---|
| 31 | 31 | | dollar amount, of the market value of real property of a business |
|---|
| 32 | 32 | | that provides, or pays for the provision of, housing, substance |
|---|
| 33 | 33 | | abuse treatment, residential treatment services, case management |
|---|
| 34 | 34 | | services, or mental health counseling for honorably discharged |
|---|
| 35 | 35 | | veterans without cost." |
