55 A JOINT RESOLUTION
66 proposing a constitutional amendment to prohibit governmental

88 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Article XVI, Texas Constitution, is amended by
1010 adding Section 74 to read as follows:
1111 Sec. 74. A governmental entity may not spend public money to
1212 directly or indirectly influence or attempt to influence the
1313 outcome of any legislation pending before the legislature. The
1414 legislature may enact laws to implement this section.
1515 SECTION 2. This proposed constitutional amendment shall be
1616 submitted to the voters at an election to be held November 5, 2019.
1717 The ballot shall be printed to permit voting for or against the
1818 proposition: "The constitutional amendment to prohibit the use of
1919 public money by governmental entities for legislative lobbying."
