10 | 9 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

11 | 10 | | SECTION 1. Article III, Texas Constitution, is amended by |

12 | 11 | | adding Section 52l to read as follows: |

13 | 12 | | Sec. 52l. The legislature may authorize a state agency or a |
---|
14 | 13 | | county, a municipality, or other political subdivision to transfer |
---|
15 | 14 | | a law enforcement dog, horse, or other animal to the animal's |
---|
16 | 15 | | handler or another qualified caretaker for no consideration on the |
---|
17 | 16 | | animal's retirement or at another time if the transfer is in the |
---|
18 | 17 | | animal's best interest. |
---|
19 | 18 | | SECTION 2. This proposed constitutional amendment shall be |
---|
20 | 19 | | submitted to the voters at an election to be held November 5, 2019. |
---|
21 | 20 | | The ballot shall be printed to permit voting for or against the |
---|
22 | 21 | | proposition: "The constitutional amendment to allow the transfer |
---|
23 | 22 | | of a law enforcement animal to a qualified caretaker in certain |
---|
24 | 23 | | circumstances." |
