65 A JOINT RESOLUTION
76 proposing a constitutional amendment to allow the transfer of a law
87 enforcement animal to a qualified caretaker in certain

109 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1110 SECTION 1. Article III, Texas Constitution, is amended by
1211 adding Section 52l to read as follows:
1312 Sec. 52l. The legislature may authorize a state agency or a
1413 county, a municipality, or other political subdivision to transfer
1514 a law enforcement dog, horse, or other animal to the animal's
1615 handler or another qualified caretaker for no consideration on the
1716 animal's retirement or at another time if the transfer is in the
1817 animal's best interest.
1918 SECTION 2. This proposed constitutional amendment shall be
2019 submitted to the voters at an election to be held November 5, 2019.
2120 The ballot shall be printed to permit voting for or against the
2221 proposition: "The constitutional amendment to allow the transfer
2322 of a law enforcement animal to a qualified caretaker in certain
2423 circumstances."
