45 R E S O L U T I O N
56 WHEREAS, Kenny Byrd retired as deputy chief of the Henderson
67 Police Department on January 9, 2019, drawing to a close an
78 outstanding tenure with the department that spanned more than 23
89 years; and
910 WHEREAS, A graduate of Whitehouse High School, Chief Byrd
1011 joined the U.S. Navy in 1981; over the next decade, he held the
1112 positions of gunner's mate technician and naval station patrolman,
1213 and he later continued his military service as a staff sergeant with
1314 the navy reserve; after graduating from the police academy, he
1415 became a correctional officer with the Texas Department of Criminal
1516 Justice Ferguson Unit in Midway before being transferred to the
1617 Coffield Unit in Tennessee Colony; and
1718 WHEREAS, Chief Byrd started working the night shift with the
1819 Henderson PD in May 1995, and in the ensuing years, he rose through
1920 the ranks, earning promotion to field training officer and relief
2021 supervisor, patrol sergeant, patrol lieutenant, patrol captain,
2122 and eventually deputy chief; moreover, he served as coordinator of
2223 the Citizen Police Academy for 10 years and as interim police chief
2324 in 2017; and
2425 WHEREAS, This esteemed law enforcement officer also attended
2526 the Leadership Command College at Sam Houston State University and
2627 completed more than 2,700 hours of training through the Texas
2728 Commission on Law Enforcement; in retirement, he plans to keep busy
2829 as an adjunct professor with the East Texas Police Academy; and
2930 WHEREAS, Kenny Byrd has dedicated himself to the safety and
3031 well-being of his fellow citizens, and he may indeed reflect with
3132 pride on a career well spent as he embarks on the next exciting
3233 chapter of his life; now, therefore, be it
3334 RESOLVED, That the House of Representatives of the 86th Texas
3435 Legislature hereby congratulate Kenny Byrd on his retirement as
3536 deputy chief of the Henderson Police Department and extend to him
3637 sincere best wishes for the future; and, be it further
3738 RESOLVED, That an official copy of this resolution be
3839 prepared for Chief Byrd as an expression of high regard by the Texas
3940 House of Representatives.
