5 | 6 | | WHEREAS, Kenny Byrd retired as deputy chief of the Henderson |

6 | 7 | | Police Department on January 9, 2019, drawing to a close an |

7 | 8 | | outstanding tenure with the department that spanned more than 23 |

8 | 9 | | years; and |

9 | 10 | | WHEREAS, A graduate of Whitehouse High School, Chief Byrd |
---|
10 | 11 | | joined the U.S. Navy in 1981; over the next decade, he held the |
---|
11 | 12 | | positions of gunner's mate technician and naval station patrolman, |
---|
12 | 13 | | and he later continued his military service as a staff sergeant with |
---|
13 | 14 | | the navy reserve; after graduating from the police academy, he |
---|
14 | 15 | | became a correctional officer with the Texas Department of Criminal |
---|
15 | 16 | | Justice Ferguson Unit in Midway before being transferred to the |
---|
16 | 17 | | Coffield Unit in Tennessee Colony; and |
---|
17 | 18 | | WHEREAS, Chief Byrd started working the night shift with the |
---|
18 | 19 | | Henderson PD in May 1995, and in the ensuing years, he rose through |
---|
19 | 20 | | the ranks, earning promotion to field training officer and relief |
---|
20 | 21 | | supervisor, patrol sergeant, patrol lieutenant, patrol captain, |
---|
21 | 22 | | and eventually deputy chief; moreover, he served as coordinator of |
---|
22 | 23 | | the Citizen Police Academy for 10 years and as interim police chief |
---|
23 | 24 | | in 2017; and |
---|
24 | 25 | | WHEREAS, This esteemed law enforcement officer also attended |
---|
25 | 26 | | the Leadership Command College at Sam Houston State University and |
---|
26 | 27 | | completed more than 2,700 hours of training through the Texas |
---|
27 | 28 | | Commission on Law Enforcement; in retirement, he plans to keep busy |
---|
28 | 29 | | as an adjunct professor with the East Texas Police Academy; and |
---|
29 | 30 | | WHEREAS, Kenny Byrd has dedicated himself to the safety and |
---|
30 | 31 | | well-being of his fellow citizens, and he may indeed reflect with |
---|
31 | 32 | | pride on a career well spent as he embarks on the next exciting |
---|
32 | 33 | | chapter of his life; now, therefore, be it |
---|
33 | 34 | | RESOLVED, That the House of Representatives of the 86th Texas |
---|
34 | 35 | | Legislature hereby congratulate Kenny Byrd on his retirement as |
---|
35 | 36 | | deputy chief of the Henderson Police Department and extend to him |
---|
36 | 37 | | sincere best wishes for the future; and, be it further |
