5 | 6 | | WHEREAS, David L. Howell is retiring from the Texas Board of |

6 | 7 | | Professional Engineers on May 31, 2019, drawing to a close 30 years |

7 | 8 | | of exemplary service to the state; and |

8 | 9 | | WHEREAS, Mr. Howell began his career with the state on May 1, |
---|
9 | 10 | | 1989, as an engineer with the Texas Commission on Environmental |
---|
10 | 11 | | Quality, where he worked for more than 16 years; in 2005, he joined |
---|
11 | 12 | | the Texas Board of Professional Engineers, serving as director of |
---|
12 | 13 | | licensing for eight years before becoming deputy executive director |
---|
13 | 14 | | in November 2013; in that role, he has helped to oversee all agency |
---|
14 | 15 | | functions, including enforcement and licensing activities; |
---|
15 | 16 | | additionally, he has been responsible for legislative reporting and |
---|
16 | 17 | | implementation, rule development, budget and policy issues, and |
---|
17 | 18 | | representing the board at official state and national functions; |

18 | 19 | | and |
---|
19 | 20 | | WHEREAS, Over the course of his distinguished tenure, |
---|
20 | 21 | | Mr. Howell has served as the voice of the Texas Board of |
---|
21 | 22 | | Professional Engineers on several task forces and committees |
---|
22 | 23 | | related to licensure, public outreach, and exams; furthermore, he |
---|
23 | 24 | | has presented licensing and ethics lectures to engineering |
---|
24 | 25 | | organizations, universities, and other groups, both in person and |
---|
25 | 26 | | online; a licensed professional engineer, he holds a bachelor's |
---|
26 | 27 | | degree in mechanical engineering from The University of Texas at El |
---|
27 | 28 | | Paso; and |
---|
28 | 29 | | WHEREAS, For three decades, David Howell's dedication, |

29 | 30 | | professionalism, and commitment to excellence have greatly |
---|
30 | 31 | | benefited his fellow Texans, and he may indeed reflect with pride on |

31 | 32 | | a career well spent as he embarks on the next exciting chapter of |

32 | 33 | | his life; now, therefore, be it |

33 | 34 | | RESOLVED, That the House of Representatives of the 86th Texas |

34 | 35 | | Legislature hereby congratulate David L. Howell on his retirement |
