66 WHEREAS, Across the nation, April 2019 is being observed as
77 Distracted Driving Awareness Month; and
88 WHEREAS, Created by the National Safety Council, the campaign
99 aims to tackle the growing problem of distracted driving, which
1010 encompasses such risky actions as talking on a cell phone, texting,
1111 eating, or grooming while behind the wheel; and
1212 WHEREAS, Each year, more than 100,000 automobile crashes in
1313 Texas involve distracted driving; a survey conducted by the Texas
1414 A&M Transportation Institute revealed that 38 percent of Texas
1515 motorists talk on their cell phones at least some of the time while
1616 driving, and more than 21 percent of drivers read or send text
1717 messages or e-mails; and
1818 WHEREAS, According to the National Safety Council and the
1919 National Highway Traffic Safety Administration, recent years have
2020 seen the largest percentage increase in traffic fatalities in the
2121 United States in over half a century; while multiple factors
2222 contribute to traffic deaths, the risk of distracted driving due to
2323 technology is growing; and
2424 WHEREAS, Increased public awareness of these dangers is key
2525 to reducing incidents of distracted driving, and the monthlong
2626 observance in April is an opportunity for Texans to affirm their
2727 commitment to making our roadways safer for all; now, therefore, be
2828 it
2929 RESOLVED, That the House of Representatives of the 86th Texas
3030 Legislature hereby recognize April 2019 as Distracted Driving
3131 Awareness Month in Texas and encourage residents of the Lone Star
3232 State to support this worthwhile event.
