| 5 | 6 | | WHEREAS, Anthony J. Snipes, the city manager of Missouri |

| 6 | 7 | | City, was installed as president and chair of the National Forum for |

| 7 | 8 | | Black Public Administrators on April 6, 2019; and |

| 8 | 9 | | WHEREAS, A highly regarded municipal administrator, |
|---|
| 9 | 10 | | Mr. Snipes has built a proven record of leadership and gained a |
|---|
| 10 | 11 | | wealth of knowledge from his tenure in Missouri City as well as from |
|---|
| 11 | 12 | | his previous positions in Austin, Fort Worth, and Dayton, Ohio; and |
|---|
| 12 | 13 | | WHEREAS, Mr. Snipes became the chief administrative officer |
|---|
| 13 | 14 | | for Missouri City in December 2015; in the years since, he has |
|---|
| 14 | 15 | | overseen the city's more than 350 full-time employees and a |
|---|
| 15 | 16 | | combined annual budget of nearly $140 million; he counts among his |
|---|
| 16 | 17 | | many accomplishments the creation of the Missouri City Parks |
|---|
| 17 | 18 | | Foundation, the introduction of the High Performance Organization |
|---|
| 18 | 19 | | Framework system to efficiently manage the city's workforce, and |
|---|
| 19 | 20 | | the launch of such important initiatives as Voice2Vision, the |
|---|
| 20 | 21 | | Community Walk and Ride Tour, and the Nuisance Abatement Team; and |

| 21 | 22 | | WHEREAS, In addition to fulfilling his duties as city |

| 22 | 23 | | manager, Mr. Snipes has held leadership roles with a number of |
|---|
| 23 | 24 | | civic organizations, including the Texas City Management |
|---|
| 24 | 25 | | Association and the Institute for Building Technology and Safety; |
|---|

| 26 | 27 | | WHEREAS, Mr. Snipes holds a bachelor's degree in political |
|---|
| 27 | 28 | | science and sociology from Mercer University and a master's degree |
|---|
| 28 | 29 | | in public administration from Florida State University; in all his |
|---|
| 29 | 30 | | endeavors, he enjoys the love and support of his wife, Dr. Tracie |

| 30 | 31 | | Snipes, and he takes great pride in their two children; and |

| 31 | 32 | | WHEREAS, Through his dedication and expertise, Anthony |

| 32 | 33 | | Snipes has made a positive and lasting difference in the lives of |

| 33 | 34 | | countless Texans, and the experience he has acquired over the years |

| 34 | 35 | | will serve him well as he takes on this challenging new role; now, |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 86th Texas |
