5 | 6 | | WHEREAS, William T. Pound is retiring as executive director |

6 | 7 | | of the National Conference of State Legislatures by August 2019, |

7 | 8 | | concluding a noteworthy career with the organization that has |

8 | 9 | | spanned more than four decades; and |
---|
9 | 10 | | WHEREAS, Employed by NCSL since its founding in 1975, |

10 | 11 | | Mr. Pound has been instrumental in the development of many of its |
---|
11 | 12 | | innovative programs and services; he was named executive director |
---|
12 | 13 | | in 1987, and while leading the organization, he has written |
---|
13 | 14 | | extensively on legislatures, the legislative process, and fiscal |
---|
14 | 15 | | and public finance issues; over the years, he has been much in |
---|
15 | 16 | | demand at the national and international levels as a speaker on such |
---|
16 | 17 | | topics as legislatures, public policy, and federalism; and |
---|
17 | 18 | | WHEREAS, Mr. Pound has worked tirelessly to expand the reach |
---|
18 | 19 | | of NCSL, which supports and educates state policy makers and their |
---|
19 | 20 | | staffs; with a deep understanding of the critical role of state |
---|
20 | 21 | | legislative institutions, he has guided the development of a |
---|
21 | 22 | | comprehensive approach encompassing annual meetings and training |
---|
22 | 23 | | sessions, research services, and extensive efforts to strengthen |
---|
23 | 24 | | the voice of state legislatures in the federal system; and |
---|
24 | 25 | | WHEREAS, A graduate of the University of Denver, Mr. Pound |
---|
25 | 26 | | earned his bachelor's degree in political science; he went on to |
---|
26 | 27 | | complete a U.S. Department of the Interior fellowship with the |
---|
27 | 28 | | Special Program, Water Resources Management, at the University of |
---|
28 | 29 | | Wisconsin; in addition, he taught at his alma mater, as well as at |
---|
29 | 30 | | the University of Colorado and Colorado State University; and |
---|
30 | 31 | | WHEREAS, William Pound has greatly benefited the legislative |
---|
31 | 32 | | community through his vision, leadership, and steadfast dedication |
---|
32 | 33 | | to the important mission of NCSL, and as he prepares to embark on |
---|
33 | 34 | | the next exciting chapter of his life, he may indeed reflect with |
---|
34 | 35 | | pride on a career well spent; now, therefore, be it |
---|
35 | 36 | | RESOLVED, That the House of Representatives of the 86th Texas |

36 | 37 | | Legislature hereby congratulate William T. Pound on his retirement |

37 | 38 | | as executive director of the National Conference of State |
