45 R E S O L U T I O N
56 WHEREAS, Communities across the state and around the country
67 are observing April 2019 as Sexual Assault Awareness Month; and
78 WHEREAS, Established in 2001 by the National Sexual Violence
89 Resource Center, the event was officially recognized by President
910 Barack Obama eight years later to remind Americans of the shocking
1011 prevalence of this crime; and
1112 WHEREAS, In the U.S., one in three women and one in six men
1213 experience some form of contact sexual violence in their lifetime,
1314 and 1 in 5 women and 1 in 71 men are raped; rape is the most
1415 underreported crime, and over 60 percent of sexual assaults are not
1516 reported to the police; similarly, a quarter of all girls and a
1617 sixth of all boys are sexually abused before the age of 18, but only
1718 12 percent of child sexual abuse is ever disclosed to the
1819 authorities; and
1920 WHEREAS, Annually, crimes of sexual violence cost the
2021 U.S. billions of dollars, and health care costs are shown to be 16
2122 percent higher for women who were sexually abused as children and 36
2223 percent higher for women who suffered both physical and sexual
2324 abuse in childhood; and
2425 WHEREAS, Vigilance against sexual assault is crucial to the
2526 safety and well-being of Texans, and this observance provides an
2627 opportunity to learn more about prevention while saluting those who
2728 work every day to eliminate this crime; now, therefore, be it
2829 RESOLVED, That the House of Representatives of the 86th Texas
2930 Legislature hereby recognize April 2019 as Sexual Assault Awareness
3031 Month in Texas.
