| 8 | 9 | | WHEREAS, Born to Lee and Glennis Taylor on July 10, 1978, in |

| 9 | 10 | | Webster, Phillip Taylor earned the rank of Eagle Scout while |
|---|
| 10 | 11 | | attending Hays High School; following his graduation with the Class |
|---|
| 11 | 12 | | of 1996, he continued his education at Texas State University, |
|---|
| 12 | 13 | | where he majored in criminal justice; and |
|---|
| 13 | 14 | | WHEREAS, Mayor Taylor began his two-decade-long career in |
|---|
| 14 | 15 | | public safety as a bailiff with Hays County; in 2000, he joined the |
|---|
| 15 | 16 | | county sheriff's office as a corrections officer, and he became a |
|---|
| 16 | 17 | | sheriff's deputy the following year; during his tenure with the |
|---|
| 17 | 18 | | agency, his responsibilities included supervising and managing |
|---|
| 18 | 19 | | crime prevention, community outreach, and public information |
|---|
| 19 | 20 | | teams; he also oversaw the School Resource Officer program for |
|---|
| 20 | 21 | | three districts in Hays County before the Hays Consolidated |
|---|
| 21 | 22 | | Independent School District hired him as its first director of |
|---|
| 22 | 23 | | safety and security in 2018; and |
|---|
| 23 | 24 | | WHEREAS, A longtime member of the city council in Mountain |
|---|
| 24 | 25 | | City, this dedicated civic leader was named mayor in 2016, and he |
|---|
| 25 | 26 | | won reelection to that office two years later; he further |
|---|
| 26 | 27 | | contributed to his community as a member of the Kyle Volunteer Fire |
|---|
| 27 | 28 | | Department and as a volunteer emergency management specialist with |
|---|
| 28 | 29 | | the Hays County Office of Emergency Management; and |
|---|
| 29 | 30 | | WHEREAS, Above all else, Mayor Taylor was a devoted father to |
|---|
| 30 | 31 | | his son, Aiden, with whom he enjoyed taking trips to the beach and |
|---|
| 31 | 32 | | pursuing a variety of interests, including sports; and |

| 32 | 33 | | WHEREAS, Deeply committed to his family and his community, |

| 33 | 34 | | Phillip Taylor made a meaningful difference in the lives of his |

| 34 | 35 | | loved ones and fellow citizens alike, and his contributions will be |

| 35 | 36 | | fondly remembered for years to come; now, therefore, be it |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 86th Texas |
