| 9 | 10 | | WHEREAS, The son of Eugene and Lucille Temple, Larry Temple |

| 10 | 11 | | grew up in Jackson, Mississippi, with the companionship of two |
|---|
| 11 | 12 | | siblings, Judy and David; a graduate of St. Edward's University, he |
|---|
| 12 | 13 | | began his career in Mississippi, working as a real estate agent and |
|---|
| 13 | 14 | | petroleum landman before joining the Mississippi Department of |
|---|
| 14 | 15 | | Human Services, where he held the post of deputy executive director |
|---|
| 15 | 16 | | for five years; and |
|---|
| 16 | 17 | | WHEREAS, In 1997, Mr. Temple was recruited to become the |
|---|
| 17 | 18 | | director of welfare reform for the Texas Workforce Commission; he |
|---|
| 18 | 19 | | was promoted to executive director in 2004, and he served the agency |
|---|
| 19 | 20 | | with distinction in that position until the time of his passing; |
|---|
| 20 | 21 | | renowned for his integrity, dedication, and exceptional |
|---|
| 21 | 22 | | problem-solving skills, he was instrumental in helping TWC become a |
|---|
| 22 | 23 | | national leader in workforce development, and he frequently advised |
|---|
| 23 | 24 | | Congress and other states on best practices and employment policy; |
|---|

| 25 | 26 | | WHEREAS, Among numerous other accomplishments, Mr. Temple |

| 26 | 27 | | managed the TWC effort to aid the Louisiana Workforce Commission in |
|---|
| 27 | 28 | | the aftermath of Hurricane Katrina, even as Texas was managing its |
|---|
| 28 | 29 | | own catastrophic damage from Hurricane Rita; one of the most |
|---|
| 29 | 30 | | respected figures in his field, he served as president and as a |
|---|
| 30 | 31 | | member of the board for the National Association of State Workforce |
|---|
| 31 | 32 | | Agencies, and in 2018 he received the Lifetime Achievement Hand Up |
|---|
| 32 | 33 | | Award from the American Institute for Full Employment; and |
|---|
| 33 | 34 | | WHEREAS, Mr. Temple shared a rewarding marriage with his |

| 34 | 35 | | wife, Benita; he was the proud father of two sons, Brad and Daniel, |

| 35 | 36 | | and he had the pleasure of seeing his family grow to include his |

| 36 | 37 | | daughters-in-law, Shirley and Erin, and his beloved grandchildren, |

| 37 | 38 | | Patrick and Victoria; admired for his determination and his abiding |

| 38 | 39 | | concern for others, he also possessed an engaging sense of humor |

| 39 | 40 | | that was treasured by all who knew him; and |

| 40 | 41 | | WHEREAS, Larry Temple was an exemplary public official whose |

| 41 | 42 | | achievements made a positive difference in the lives of countless |
|---|
| 42 | 43 | | Texans, and he leaves behind a record of service that will continue |

| 43 | 44 | | to inspire his colleagues in the years ahead; now, therefore, be it |

| 44 | 45 | | RESOLVED, That the House of Representatives of the 86th Texas |
