45 R E S O L U T I O N
56 WHEREAS, Residents of Calhoun County lost an admired public
67 servant and a friend to many with the passing of former Port Lavaca
78 mayor Ida Mae Browning on April 8, 2019, at the age of 91; and
89 WHEREAS, The daughter of Lee and Mary Birmingham, the former
910 "Tiney" Birmingham was born in Port Lavaca on June 28, 1927, and
1011 grew up with four siblings, Roemer, Leslie, Dempsey, and Lorraine;
1112 early in her career, she worked at Bauer Dredging as an executive
1213 secretary and supervisor of accounting before leaving to care for
1314 her ailing mother; she was later employed as an executive secretary
14- at First State Bank and Gary Aircraft; in 1964, she married

16- B. Browning, and they became the parents of a daughter, Tanya,
17- and a son, Bryan; through the years, she welcomed into her treasured

2020 WHEREAS, Mrs. Browning became the first woman elected to the
2121 Port Lavaca City Council, and after serving for 10 years, she became
2222 the city's first female mayor; over the course of an administration
2323 that spanned a decade, she worked tirelessly for infrastructure
2424 improvements, including the mitigation of erosion, the
2525 construction of the fishing pier, and the development of the iconic
2626 Lighthouse Beach; and
2727 WHEREAS, After leaving office in 2000, Mrs. Browning
2828 continued to benefit her fellow citizens as a member of the city
2929 planning commission, the Calhoun County Senior Citizens
3030 Association Board, and the board of the Sunlight Girls Club; in
3131 addition, she was a Boy Scout den mother, a member of Beta Sigma Phi
3232 Sorority, and a lifetime member of the Calhoun County Fair
3333 Association; the recipient of numerous honors, she was presented
3434 with the key to the city on her 90th birthday, and she was named
3535 Mother of the Year by Governor Ann Richards; and
3636 WHEREAS, Diligent, kind, and vivacious, Tiney Browning
3737 earned the admiration and affection of all who were fortunate
3838 enough to know her, and her outstanding contributions to Port
3939 Lavaca will be remembered for years to come; now, therefore, be it
4040 RESOLVED, That the House of Representatives of the 86th Texas
4141 Legislature hereby pay tribute to the life of the Honorable Ida Mae
4242 "Tiney" Browning and extend sincere condolences to all who mourn
4343 her passing; and, be it further
4444 RESOLVED, That an official copy of this resolution be
4545 prepared for her family and that when the Texas House of
4646 Representatives adjourns this day, it do so in memory of Ida Mae
4747 "Tiney" Browning.
