45 R E S O L U T I O N
56 WHEREAS, Sandy Hilliard of Canton is stepping down in 2019 as
67 president of the Region 4 Child Welfare Board and as vice president
78 of the Texas Council of Child Welfare Boards, drawing to a close
89 more than two decades of exemplary volunteer service with the
910 state's foster care programs; and
1011 WHEREAS, A longtime champion for foster children,
1112 Ms. Hilliard has made a positive difference in the lives of
1213 countless young Texans; she has served for five years as president
1314 of the Region 4 CWB, which is made up of 23 counties in East Texas,
1415 and for two years as vice president of the TCCWB, which oversees all
1516 254 county welfare boards in the state; moreover, she was a member
1617 of the Van Zandt County CWB for two decades, and in her work as a
1718 court appointed special advocate in Van Zandt County, she helped
1819 facilitate the adoption of 11 children; and
1920 WHEREAS, This caring woman's other community contributions
2021 include serving for 18 years on the Tri-County Selective Service
2122 Board, which covers Kaufman, Rockwall, and Van Zandt Counties; in
2223 addition, she was a member of the Cancer Board of Van Zandt County
2324 for three years, serving as chair of the county's first two Relays
2425 for Life; for 45 years, she has performed as "Mrs. Claus" at holiday
2526 celebrations; and
2627 WHEREAS, The recipient of numerous honors, Ms. Hilliard has
2728 been recognized as Woman of the Year by the Canton Chamber of
2829 Commerce, as Woman of the Year by Van Zandt County, as Volunteer of
2930 the Year by the Van Zandt County CWB, as Child Welfare Board Member
3031 Volunteer of the Year for Region 4, as State Volunteer of the Year
3132 by the TCCWB, and as Citizen of the Year by the East Texas Council of
3233 Governments; and
3334 WHEREAS, In all her endeavors, Ms. Hilliard enjoys the love
3435 and support of her husband, Cary Hilliard, and she takes great pride
3536 in her two children, her four grandchildren, and her
3637 great-granddaughter; and
3738 WHEREAS, Texas is fortunate to have such compassionate and
3839 engaged residents as Sandy Hilliard, whose history of volunteerism
3940 is an inspiration to all who know her; now, therefore, be it
4041 RESOLVED, That the House of Representatives of the 86th Texas
4142 Legislature hereby commend Sandy Hilliard for her 20 years of
4243 volunteer service with the state's foster care programs and extend
4344 to her sincere best wishes for the future; and, be it further
4445 RESOLVED, That an official copy of this resolution be
4546 prepared for Ms. Hilliard as an expression of high regard by the
4647 Texas House of Representatives.
