5 | 6 | | WHEREAS, Sandy Hilliard of Canton is stepping down in 2019 as |

6 | 7 | | president of the Region 4 Child Welfare Board and as vice president |

7 | 8 | | of the Texas Council of Child Welfare Boards, drawing to a close |

8 | 9 | | more than two decades of exemplary volunteer service with the |

9 | 10 | | state's foster care programs; and |
---|
10 | 11 | | WHEREAS, A longtime champion for foster children, |
---|
11 | 12 | | Ms. Hilliard has made a positive difference in the lives of |
---|
12 | 13 | | countless young Texans; she has served for five years as president |
---|
13 | 14 | | of the Region 4 CWB, which is made up of 23 counties in East Texas, |
---|
14 | 15 | | and for two years as vice president of the TCCWB, which oversees all |
---|
15 | 16 | | 254 county welfare boards in the state; moreover, she was a member |
---|
16 | 17 | | of the Van Zandt County CWB for two decades, and in her work as a |
---|
17 | 18 | | court appointed special advocate in Van Zandt County, she helped |
---|
18 | 19 | | facilitate the adoption of 11 children; and |
---|
19 | 20 | | WHEREAS, This caring woman's other community contributions |
---|
20 | 21 | | include serving for 18 years on the Tri-County Selective Service |
---|
21 | 22 | | Board, which covers Kaufman, Rockwall, and Van Zandt Counties; in |
---|
22 | 23 | | addition, she was a member of the Cancer Board of Van Zandt County |

23 | 24 | | for three years, serving as chair of the county's first two Relays |
---|
24 | 25 | | for Life; for 45 years, she has performed as "Mrs. Claus" at holiday |

25 | 26 | | celebrations; and |

26 | 27 | | WHEREAS, The recipient of numerous honors, Ms. Hilliard has |

27 | 28 | | been recognized as Woman of the Year by the Canton Chamber of |
---|
28 | 29 | | Commerce, as Woman of the Year by Van Zandt County, as Volunteer of |

29 | 30 | | the Year by the Van Zandt County CWB, as Child Welfare Board Member |

30 | 31 | | Volunteer of the Year for Region 4, as State Volunteer of the Year |

31 | 32 | | by the TCCWB, and as Citizen of the Year by the East Texas Council of |

32 | 33 | | Governments; and |
---|
33 | 34 | | WHEREAS, In all her endeavors, Ms. Hilliard enjoys the love |
---|
34 | 35 | | and support of her husband, Cary Hilliard, and she takes great pride |
---|
35 | 36 | | in her two children, her four grandchildren, and her |
---|
36 | 37 | | great-granddaughter; and |
---|
37 | 38 | | WHEREAS, Texas is fortunate to have such compassionate and |

38 | 39 | | engaged residents as Sandy Hilliard, whose history of volunteerism |
---|
39 | 40 | | is an inspiration to all who know her; now, therefore, be it |

40 | 41 | | RESOLVED, That the House of Representatives of the 86th Texas |

41 | 42 | | Legislature hereby commend Sandy Hilliard for her 20 years of |

42 | 43 | | volunteer service with the state's foster care programs and extend |
---|
43 | 44 | | to her sincere best wishes for the future; and, be it further |

44 | 45 | | RESOLVED, That an official copy of this resolution be |

45 | 46 | | prepared for Ms. Hilliard as an expression of high regard by the |
