45 R E S O L U T I O N
56 WHEREAS, Carlos González Gutiérrez is stepping down as the
67 consul general of Mexico in Austin in 2019, drawing to a close four
78 years of service in that office; and
89 WHEREAS, One of 11 Mexican consulates in Texas, the consulate
910 in Austin provides consular and protection services to Mexican
1011 citizens in 23 Texas counties, and the consul general collaborates
1112 with the state and local governments in Texas on trade, security,
1213 immigration, and environmental issues, among many others; and
1314 WHEREAS, Carlos González Gutiérrez became consul general in
1415 Austin in 2015, and during his tenure, he has been involved in a
1516 wide variety of issues of mutual interest to Texas and Mexico; under
1617 his leadership, the consulate's office has moved to spacious new
1718 quarters in southeast Austin, and he helped launch Casa México,
1819 which spotlights Mexican culture and innovation during the annual
1920 South by Southwest conference; and
2021 WHEREAS, This distinguished diplomat previously served as
2122 consul general in Sacramento from 2009 to 2015, and he is returning
2223 to California to become consul general in San Diego; a member of the
2324 Mexican Foreign Service since 1987, his other positions have
2425 included consul of community affairs at the consulate general in
2526 Los Angeles, director of community affairs of the Program for
2627 Mexican Communities Abroad, counselor for Latino Affairs at the
2728 Mexican Embassy, and executive director of the Institute of
2829 Mexicans Abroad; and
2930 WHEREAS, Consul General González Gutiérrez holds a degree in
3031 international relations from El Colegio de México as well as a
3132 master's degree in international relations from the University of
3233 Southern California, and he has published several articles about
3334 Mexico's relations with Mexican-born residents of the United
3435 States; in all his endeavors, he benefits from the love and support
3536 of his wife, Alina Flores, and his two daughters, Marina and Camila;
3637 and
3738 WHEREAS, Through his knowledge, experience, and steadfast
3839 dedication, Carlos González Gutiérrez has helped to strengthen the
3940 historic ties between Mexico and the Lone Star State, and in so
4041 doing, he has earned the admiration and appreciation of countless
4142 Texans; now, therefore, be it
4243 RESOLVED, That the House of Representatives of the 86th Texas
4344 Legislature hereby commend Carlos González Gutiérrez for his
4445 service as consul general of Mexico in Austin and extend to him
4546 sincere best wishes for continued success in his important work;
4647 and, be it further
4748 RESOLVED, That an official copy of this resolution be
4849 prepared for Consul General González Gutiérrez as an expression of
4950 high regard by the Texas House of Representatives.
