5 | 6 | | WHEREAS, Carlos González Gutiérrez is stepping down as the |

6 | 7 | | consul general of Mexico in Austin in 2019, drawing to a close four |

7 | 8 | | years of service in that office; and |

8 | 9 | | WHEREAS, One of 11 Mexican consulates in Texas, the consulate |
---|
9 | 10 | | in Austin provides consular and protection services to Mexican |
---|
10 | 11 | | citizens in 23 Texas counties, and the consul general collaborates |
---|
11 | 12 | | with the state and local governments in Texas on trade, security, |
---|
12 | 13 | | immigration, and environmental issues, among many others; and |
---|
13 | 14 | | WHEREAS, Carlos González Gutiérrez became consul general in |
---|
14 | 15 | | Austin in 2015, and during his tenure, he has been involved in a |
---|
15 | 16 | | wide variety of issues of mutual interest to Texas and Mexico; under |
---|
16 | 17 | | his leadership, the consulate's office has moved to spacious new |
---|
17 | 18 | | quarters in southeast Austin, and he helped launch Casa México, |
---|
18 | 19 | | which spotlights Mexican culture and innovation during the annual |
---|
19 | 20 | | South by Southwest conference; and |
---|
20 | 21 | | WHEREAS, This distinguished diplomat previously served as |
---|
21 | 22 | | consul general in Sacramento from 2009 to 2015, and he is returning |
---|
22 | 23 | | to California to become consul general in San Diego; a member of the |
---|
23 | 24 | | Mexican Foreign Service since 1987, his other positions have |
---|
24 | 25 | | included consul of community affairs at the consulate general in |
---|
25 | 26 | | Los Angeles, director of community affairs of the Program for |
---|
26 | 27 | | Mexican Communities Abroad, counselor for Latino Affairs at the |
---|
27 | 28 | | Mexican Embassy, and executive director of the Institute of |
---|
28 | 29 | | Mexicans Abroad; and |

29 | 30 | | WHEREAS, Consul General González Gutiérrez holds a degree in |

30 | 31 | | international relations from El Colegio de México as well as a |
---|
31 | 32 | | master's degree in international relations from the University of |

32 | 33 | | Southern California, and he has published several articles about |

33 | 34 | | Mexico's relations with Mexican-born residents of the United |

34 | 35 | | States; in all his endeavors, he benefits from the love and support |

35 | 36 | | of his wife, Alina Flores, and his two daughters, Marina and Camila; |

37 | 38 | | WHEREAS, Through his knowledge, experience, and steadfast |

38 | 39 | | dedication, Carlos González Gutiérrez has helped to strengthen the |

39 | 40 | | historic ties between Mexico and the Lone Star State, and in so |

40 | 41 | | doing, he has earned the admiration and appreciation of countless |

42 | 43 | | RESOLVED, That the House of Representatives of the 86th Texas |

43 | 44 | | Legislature hereby commend Carlos González Gutiérrez for his |

44 | 45 | | service as consul general of Mexico in Austin and extend to him |
