5 | 6 | | WHEREAS, The strength and cohesion of our communities are |

6 | 7 | | enhanced by the efforts of individuals such as Paul Tovar, whose |

7 | 8 | | work over the course of nearly six decades has contributed to the |

8 | 9 | | quality of life in Austin; and |
---|
9 | 10 | | WHEREAS, Mr. Tovar holds a pharmacy degree from The |
---|
10 | 11 | | University of Texas at Austin, and he completed postgraduate work |
---|
11 | 12 | | in long-term health care administration, real estate, banking, and |
---|
12 | 13 | | business; as a certified pharmacist, he has expanded access to |
---|
13 | 14 | | health care by establishing medical clinics and pharmacies |
---|
14 | 15 | | throughout the city; he has also provided coverage and services to |
---|
15 | 16 | | vulnerable women and children through his Vista Health Insurance |
---|
16 | 17 | | Plan, and his new private insurance plan assists those who are not |
---|
17 | 18 | | eligible for government programs; further, his nonprofit |
---|
18 | 19 | | organization, Primero Health, offers free health education and |
---|
19 | 20 | | resources; and |
---|
20 | 21 | | WHEREAS, A community development leader, Mr. Tovar has |
---|
21 | 22 | | helped create affordable housing and equal education opportunities |
---|
22 | 23 | | in the Austin area; moreover, as board chair of the Texas Certified |

23 | 24 | | Development Company, which he founded in 1981, he oversees a small |
---|
24 | 25 | | business loan program designed to promote business growth, generate |
---|
25 | 26 | | jobs, and improve economic stability; he additionally launched CP |
---|
26 | 27 | | Enterprises and Hallmark Business Services; and |
---|
27 | 28 | | WHEREAS, Mr. Tovar previously served as chair of the Greater |
---|
28 | 29 | | Austin Hispanic Chamber of Commerce; in the early 1970s, he opened |
---|
29 | 30 | | the Rockin' M dance hall, and the establishment attracted such |
---|
30 | 31 | | influential conjunto musical performers as Flaco Jiménez; and |
---|
31 | 32 | | WHEREAS, Paul Tovar has demonstrated a lasting commitment to |
---|
32 | 33 | | making Austin a better place for all, and in so doing, he has earned |
---|
33 | 34 | | the deep respect and appreciation of his fellow residents; now, |

34 | 35 | | therefore, be it |

35 | 36 | | RESOLVED, That the House of Representatives of the 86th Texas |

36 | 37 | | Legislature hereby recognize Paul Tovar for his longtime |

37 | 38 | | contributions to his community and extend to him sincere best |
