| 5 | 6 | | WHEREAS, Municipal courts provide the citizens of the Lone |

| 7 | 8 | | resolved in regard to alleged violations of state law and municipal |

|---|
| 9 | 10 | | WHEREAS, Because citizens come into contact with municipal |

| 10 | 11 | | courts more often than any other type of court, the administration |
|---|
| 11 | 12 | | of justice at the municipal level plays a large part in influencing |
|---|
| 12 | 13 | | the public's overall impression of the Texas judicial system; and |
|---|
| 13 | 14 | | WHEREAS, Judges of the municipal courts function also as |
|---|
| 14 | 15 | | magistrates for the State of Texas, and in that role they perform |
|---|
| 15 | 16 | | such duties as issuing search and arrest warrants, giving |
|---|
| 16 | 17 | | magistrate warnings, and setting bail for offenses ranging from |
|---|
| 17 | 18 | | petty theft to murder; and |
|---|
| 18 | 19 | | WHEREAS, Pledging to be impartial and to conform to the |
|---|
| 19 | 20 | | standards set by the Canons of Judicial Conduct, our state's |
|---|
| 20 | 21 | | municipal court employees work diligently to ensure the fair |
|---|
| 21 | 22 | | administration of justice while upholding the rigorous standards of |
|---|
| 22 | 23 | | professionalism; and |

| 23 | 24 | | WHEREAS, In addition to judges, municipal courts are staffed |

| 24 | 25 | | by clerks, court administrators, prosecutors, juvenile case |
|---|
| 25 | 26 | | managers, bailiffs, and warrant officers; these dedicated |

| 26 | 27 | | individuals continually strive to improve court operations by |
|---|
| 27 | 28 | | participating in judicial education programs, seminars, workshops, |
|---|
| 28 | 29 | | and the annual meetings of their state and local professional |
|---|
| 29 | 30 | | organizations; and |

| 30 | 31 | | WHEREAS, Municipal courts in Texas play a vital role in |
|---|
| 31 | 32 | | preserving public safety, protecting the quality of life for area |
|---|
| 32 | 33 | | residents, and deterring future criminal behavior, and it is indeed |

| 33 | 34 | | fitting to recognize municipal judges and court support personnel |
|---|
| 34 | 35 | | for their exemplary dedication to the communities they serve; now, |

| 35 | 36 | | therefore, be it |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 86th Texas |

| 37 | 38 | | Legislature hereby recognize the first week of November in 2019 and |
|---|
| 38 | 39 | | 2020 as Municipal Courts Week and commend all those associated with |
|---|
| 39 | 40 | | the state's municipal courts for their essential contributions. |
