5 | 6 | | WHEREAS, The passing of Martha Pattillo Siv on December 14, |

6 | 7 | | 2016, at the age of 71, concluded a remarkable life of service and |

7 | 8 | | entrepreneurship; and |

8 | 9 | | WHEREAS, The daughter of Ellice and Jean Pattillo, the former |
---|
9 | 10 | | Martha Pattillo was born in Pampa on December 1, 1945; she completed |
---|
10 | 11 | | both a bachelor's degree in French and a master's degree in library |
---|
11 | 12 | | and information science at The University of Texas at Austin; after |
---|
12 | 13 | | working in Bangkok, Thailand, for the United Nations Educational, |
---|
13 | 14 | | Scientific and Cultural Organization, she transferred to the |
---|
14 | 15 | | U.N. headquarters in New York City; she visited more than 40 |
---|
15 | 16 | | countries while helping to develop library and information science |
---|
16 | 17 | | operations for various U.N. agencies; along the way, she founded |
---|
17 | 18 | | South China Seas, a handicraft import business that helped women in |
---|
18 | 19 | | developing countries achieve economic independence; and |
---|
19 | 20 | | WHEREAS, She met her future husband, Sichan Siv, in New York |
---|
20 | 21 | | in 1977, and they married at the First Presbyterian Church in Pampa |

21 | 22 | | on Christmas Eve 1983; his appointment as deputy assistant to |

22 | 23 | | President George H. W. Bush took them to Washington, D.C., where |

23 | 24 | | Mrs. Siv was employed as a senior information manager for the World |

24 | 25 | | Bank; when Mr. Siv became a U.S. ambassador to the U.N. in 2001, |

25 | 26 | | Mrs. Siv's knowledge of international cultures and fluency in six |

26 | 27 | | languages proved invaluable in supporting his endeavors, and she |
---|
27 | 28 | | used the opportunity to champion American freedom and opportunity; |
---|
28 | 29 | | the couple retired to San Antonio in 2006, and Mrs. Siv gave |
---|
29 | 30 | | generously of her time and talents as a member of the First |
---|
30 | 31 | | Presbyterian Church, Teachers Across Borders, Friends of Khmer |

31 | 32 | | Culture, Caring for Cambodia, the 100 Club of San Antonio, and other |

32 | 33 | | organizations; in addition, she was a member of the advisory |

33 | 34 | | council to the UT School of Information, which named its Martha Lee |

34 | 35 | | Pattillo Siv Doctoral Student Lounge in her honor; the Pampa City |

35 | 36 | | Commission recognized her contributions by dubbing a section of the |

36 | 37 | | public library the Martha Pattillo Siv Children's Library; and |

37 | 38 | | WHEREAS, Martha Pattillo Siv set an inspiring example through |

38 | 39 | | her dedication to her family, her faith, her community, and her |
---|
39 | 40 | | country, and she is remembered with admiration and affection by all |
---|
40 | 41 | | who were privileged to know her; now, therefore, be it |
---|
41 | 42 | | RESOLVED, That the House of Representatives of the 86th Texas |

42 | 43 | | Legislature hereby pay tribute to the life of Martha Pattillo Siv |

43 | 44 | | and extend sincere condolences to all who mourn her passing; and, be |
