45 R E S O L U T I O N
56 WHEREAS, The passing of Martha Pattillo Siv on December 14,
67 2016, at the age of 71, concluded a remarkable life of service and
78 entrepreneurship; and
89 WHEREAS, The daughter of Ellice and Jean Pattillo, the former
910 Martha Pattillo was born in Pampa on December 1, 1945; she completed
1011 both a bachelor's degree in French and a master's degree in library
1112 and information science at The University of Texas at Austin; after
1213 working in Bangkok, Thailand, for the United Nations Educational,
1314 Scientific and Cultural Organization, she transferred to the
1415 U.N. headquarters in New York City; she visited more than 40
1516 countries while helping to develop library and information science
1617 operations for various U.N. agencies; along the way, she founded
1718 South China Seas, a handicraft import business that helped women in
1819 developing countries achieve economic independence; and
1920 WHEREAS, She met her future husband, Sichan Siv, in New York
2021 in 1977, and they married at the First Presbyterian Church in Pampa
2122 on Christmas Eve 1983; his appointment as deputy assistant to
2223 President George H. W. Bush took them to Washington, D.C., where
2324 Mrs. Siv was employed as a senior information manager for the World
2425 Bank; when Mr. Siv became a U.S. ambassador to the U.N. in 2001,
2526 Mrs. Siv's knowledge of international cultures and fluency in six
2627 languages proved invaluable in supporting his endeavors, and she
2728 used the opportunity to champion American freedom and opportunity;
2829 the couple retired to San Antonio in 2006, and Mrs. Siv gave
2930 generously of her time and talents as a member of the First
3031 Presbyterian Church, Teachers Across Borders, Friends of Khmer
3132 Culture, Caring for Cambodia, the 100 Club of San Antonio, and other
3233 organizations; in addition, she was a member of the advisory
3334 council to the UT School of Information, which named its Martha Lee
3435 Pattillo Siv Doctoral Student Lounge in her honor; the Pampa City
3536 Commission recognized her contributions by dubbing a section of the
3637 public library the Martha Pattillo Siv Children's Library; and
3738 WHEREAS, Martha Pattillo Siv set an inspiring example through
3839 her dedication to her family, her faith, her community, and her
3940 country, and she is remembered with admiration and affection by all
4041 who were privileged to know her; now, therefore, be it
4142 RESOLVED, That the House of Representatives of the 86th Texas
4243 Legislature hereby pay tribute to the life of Martha Pattillo Siv
4344 and extend sincere condolences to all who mourn her passing; and, be
4445 it further
4546 RESOLVED, That an official copy of this resolution be
4647 prepared for her family and that when the Texas House of
4748 Representatives adjourns this day, it do so in memory of Martha
4849 Pattillo Siv.
