45 R E S O L U T I O N
56 WHEREAS, The life of a respected innovator in the petroleum
67 industry drew to a close with the passing of J. G. Savins on January
78 11, 2019, at the age of 93; and
89 WHEREAS, The son of an army serviceman, George Savins was
910 born on August 15, 1925, at Fort Sill, Oklahoma, to Sergeant George
1011 Francis Savins and Herlinda Savins; as a teenager, he was forced to
1112 evacuate from Oahu, Hawaii, as World War II reached the island and
1213 the Battle of Midway loomed, and he went on to join the fight
1314 himself following his graduation from Martin High School in Laredo
1415 in 1943; he served as a member of the 658th Field Artillery
1516 Battalion in Germany and England, and after returning home, he
1617 earned his bachelor's degree in chemistry from Texas A&M
1718 University; and
1819 WHEREAS, Mr. Savins went to work as a junior chemist at
1920 Magnolia Petroleum Company's Field Research Laboratory in
2021 Duncanville in 1949, and a year later, he married his college
2122 sweetheart, Jeannette Hastings; the couple shared nearly 55 years
2223 of marriage until her passing, and they were blessed with 7 sons,
2324 George, Michael, James, Matthew, Richard, Tim, and Eric, along with
2425 19 grandchildren and 15 great-grandchildren; and
2526 WHEREAS, During the Korean War, Mr. Savins joined the local
2627 U.S. Army Reserve unit of the Chemical Corps along with other Field
2728 Research Laboratory chemists and engineers, and he was commissioned
2829 a second lieutenant; over the course of his career at home, he made
2930 numerous contributions to the development and improvement of
3031 drilling technologies, particularly with regard to the enhancement
3132 of drilling fluids used in oil exploration; his diverse research
3233 interests led to his receiving 12 international and 31 U.S. patents
3334 and producing 36 publications, and he also organized and co-chaired
3435 symposia, conferences, and sessions on a variety of petroleum
3536 engineering topics; and
3637 WHEREAS, After retiring from Mobil Research and Development
3738 in 1985, Mr. Savins worked as a research associate for The
3839 University of Texas Balcones Research Center, and he later served
3940 as a technical consultant to the R&E Group at NL Baroid in Houston;
4041 in 2010, he was inducted by the American Association of Drilling
4142 Engineers into its Drilling Fluids Hall of Fame; and
4243 WHEREAS, George Savins was a man of uncommon intellect and
4344 ingenuity, and he leaves behind a record of achievement that his
4445 loved ones can remember with pride; now, therefore, be it
4546 RESOLVED, That the House of Representatives of the 86th Texas
4647 Legislature hereby pay tribute to the life of J. G. Savins and
4748 extend sincere sympathy to his family and friends; and, be it
4849 further
4950 RESOLVED, That an official copy of this resolution be
5051 prepared for his family and that when the Texas House of
5152 Representatives adjourns this day, it do so in memory of J. G.
5253 Savins.
