| 5 | 6 | | WHEREAS, Mary Katherine Higgins has been named the 2019 |

| 8 | 9 | | WHEREAS, Public education is an endeavor in which all Texans |

| 10 | 11 | | academic development of our young people are helping to ensure that |

| 11 | 12 | | the future of the Lone Star State rests in capable hands; and |

| 12 | 13 | | WHEREAS, Mary Katherine Higgins exemplifies the passion, |

| 13 | 14 | | determination, and innovative spirit that are the hallmarks of our |

| 14 | 15 | | best teachers, and she has set a standard of excellence to which all |
