| 11 | 12 | | regarding the effectiveness of that fund) to consider and take |

| 13 | 14 | | House Rule 13, Section 9(a)(4), is suspended to permit the |
|---|
| 14 | 15 | | committee to add text on a matter not included in either the house |
|---|
| 15 | 16 | | or senate version of the bill by adding the following new SECTION to |

| 16 | 17 | | the bill: |

| 17 | 18 | | SECTION 4. (a) The Texas Workforce Commission shall |
|---|
| 18 | 19 | | conduct a study on and develop recommendations for increasing the |
|---|
| 19 | 20 | | effectiveness of the skills development fund established under |
|---|
| 20 | 21 | | Chapter 303, Labor Code. The recommendations must include |
|---|
| 21 | 22 | | strategies for better achieving the fund's purposes, improving |
|---|
| 22 | 23 | | outcomes, and expanding participation in the opportunities |
|---|
| 23 | 24 | | available through the fund. |

| 24 | 25 | | (b) Not later than December 1, 2020, the Texas Workforce |
|---|
| 25 | 26 | | Commission shall submit to the governor, the lieutenant governor, |
|---|
| 26 | 27 | | the speaker of the house of representatives, and the chairs of the |
|---|
| 27 | 28 | | legislative committees with appropriate jurisdiction a report |

| 28 | 29 | | detailing the commission's findings and recommendations under |
|---|
