45 R E S O L U T I O N
56 BE IT RESOLVED by the House of Representatives of the State of
67 Texas, 86th Legislature, Regular Session, 2019, That House Rule 13,
78 Section 9(a), be suspended in part as provided by House Rule 13,
89 Section 9(f), to enable the conference committee appointed to
910 resolve the differences on House Bill 700 (the use of the skills
1011 development fund by certain entities and a study and report
1112 regarding the effectiveness of that fund) to consider and take
1213 action on the following matter:
1314 House Rule 13, Section 9(a)(4), is suspended to permit the
1415 committee to add text on a matter not included in either the house
1516 or senate version of the bill by adding the following new SECTION to
1617 the bill:
1718 SECTION 4. (a) The Texas Workforce Commission shall
1819 conduct a study on and develop recommendations for increasing the
1920 effectiveness of the skills development fund established under
2021 Chapter 303, Labor Code. The recommendations must include
2122 strategies for better achieving the fund's purposes, improving
2223 outcomes, and expanding participation in the opportunities
2324 available through the fund.
2425 (b) Not later than December 1, 2020, the Texas Workforce
2526 Commission shall submit to the governor, the lieutenant governor,
2627 the speaker of the house of representatives, and the chairs of the
2728 legislative committees with appropriate jurisdiction a report
2829 detailing the commission's findings and recommendations under
2930 Subsection (a) of this section.
3031 Explanation: This addition is necessary to provide for a
3132 study on and development of recommendations for increasing the
3233 effectiveness of the skills development fund established under
3334 Chapter 303, Labor Code.
