45 R E S O L U T I O N
56 WHEREAS, East Texas lost a renowned civil servant with the
67 passing of Judy Clifton Bowman Pitts of Nacogdoches on February 7,
78 2018, at the age of 65; and
89 WHEREAS, The former Judy Clifton was born on September 14,
910 1952, in Nacogdoches to W. T. and Alma Clifton, and she grew up with
1011 the companionship of three siblings, Neal, Patti, and June; she
1112 graduated from Central Heights High School and continued her
1213 education at Stephen F. Austin State University and Texas A&M
1314 University, where she earned a degree in elementary education; and
1415 WHEREAS, In the course of her career with Child Protective
1516 Services of Texas that spanned more than four decades, Mrs. Pitts
1617 made a positive difference in the lives of countless children and
1718 families across the state; she served as the director of Regions 4
1819 and 5, and she received numerous accolades for her exemplary public
1920 service; named Administrator of the Year by the Texas Foster Family
2021 Association, she was also accorded the Team and Integrity Award
2122 from the Department of Family and Protective Services, the
2223 Children's Partnership Vision Award from the DFPS commissioner, and
2324 the Guardian Angel Award; moreover, she was recognized by the Black
2425 Adoption Counsel of Southern Texas and the Casey Family Programs;
2526 in addition to her duties with CPS, she dedicated her time to
2627 performing volunteer work, and she was an active member of First
2728 United Methodist Church; and
2829 WHEREAS, Mrs. Pitts enjoyed the love and support of her
2930 husband, Milton, and they shared a rewarding marriage of 27 years;
3031 she took great pride in her sons, Carson and Charley, and she had
3132 the pleasure of seeing her family grow to include a grandson,
3233 Bryson; and
3334 WHEREAS, An exceptional woman who devoted her life to
3435 children in need, Judy Pitts leaves behind a record of good works
3536 that will long resonate in the Nacogdoches community and beyond;
3637 now, therefore, be it
3738 RESOLVED, That the House of Representatives of the 86th Texas
3839 Legislature hereby honor the memory of Judy Clifton Bowman Pitts
3940 and extend sincere sympathy to all who mourn her passing; and, be it
4041 further
4142 RESOLVED, That an official copy of this resolution be
4243 prepared for her family and that when the Texas House of
4344 Representatives adjourns this day, it do so in memory of Judy
4445 Clifton Bowman Pitts.
