| 5 | 6 | | WHEREAS, Eddie Edwards, city manager of Borger, has received |

| 6 | 7 | | the Goodwin Regional Public Administrator Award from the Panhandle |

| 7 | 8 | | Regional Planning Commission; and |
|---|
| 8 | 9 | | WHEREAS, Established in 1992, the Goodwin Regional Public |
|---|
| 9 | 10 | | Administrator Award recognizes a public servant for his or her |
|---|
| 10 | 11 | | contributions to the Texas Panhandle region; a native of Borger and |
|---|
| 11 | 12 | | a graduate of Borger High School, Mr. Edwards began his career with |
|---|
| 12 | 13 | | the city in 1980 as a laborer in its utilities department, and he |
|---|
| 13 | 14 | | was later promoted to superintendent of water maintenance and then |
|---|
| 14 | 15 | | to assistant utilities director; appointed assistant city manager |
|---|
| 15 | 16 | | and human resources director in 2006, he was named city manager four |
|---|
| 16 | 17 | | years later; and |
|---|
| 17 | 18 | | WHEREAS, Mr. Edwards is actively involved with the Texas City |
|---|
| 18 | 19 | | Management Association, and in January 2019, he will become chair |
|---|
| 19 | 20 | | of the Texas Municipal League Intergovernmental Risk Pool Board of |
|---|
| 20 | 21 | | Trustees, which he currently serves as vice chair; additionally, |
|---|
| 21 | 22 | | his 12 years of membership with the Panhandle City Managers |
|---|
| 22 | 23 | | Association included a term as president, and he has also chaired |
|---|
| 23 | 24 | | the Alliance of Xcel Municipalities Steering Committee, which |
|---|
| 24 | 25 | | addresses the region's electric utility rate structure; and |
|---|
| 25 | 26 | | WHEREAS, Dedicated to his community, Mr. Edwards is an ex |
|---|
| 26 | 27 | | officio member of the Borger Chamber of Commerce; he has further |
|---|
| 27 | 28 | | shared his time and talents with the Borger Lions Club, and he |
|---|
| 28 | 29 | | volunteered for nine years as the Band Boosters president at Borger |
|---|
| 29 | 30 | | High; in all his endeavors, he enjoys the love and support of his |
|---|
| 30 | 31 | | wife, Cambden, and their sons, Thomas and James; and |
|---|
| 31 | 32 | | WHEREAS, Eddie Edwards has demonstrated a long-standing |

| 32 | 33 | | commitment to the residents of Borger and the Panhandle, and he may |
|---|
| 33 | 34 | | reflect with pride on all that he has accomplished in their behalf; |

| 35 | 36 | | RESOLVED, That the House of Representatives of the 86th Texas |

| 36 | 37 | | Legislature hereby congratulate Eddie Edwards on receiving the |
