| 10 | 11 | | WHEREAS, Cities, counties, school districts, port |

| 11 | 12 | | authorities, state agencies, and other public entities are |
|---|
| 12 | 13 | | responsible for providing critical services such as law |
|---|
| 13 | 14 | | enforcement, fire protection, utilities, public education, and |
|---|
| 14 | 15 | | transportation; by their very nature, these functions are subject |
|---|
| 15 | 16 | | to disruption through the adverse effects of natural disasters, |
|---|
| 16 | 17 | | criminal or terrorist acts, and other unpredictable situations; and |

| 17 | 18 | | WHEREAS, Managing these vulnerabilities is the work of public |

| 18 | 19 | | risk management professionals, who implement frameworks to reduce, |
|---|
| 19 | 20 | | transfer, accept, or mitigate inherent risks; these measures allow |
|---|
| 20 | 21 | | governments and institutions to improve safety, maintain fiscal |
|---|
| 21 | 22 | | stability, decrease liability, and reduce reputational damage; and |

| 22 | 23 | | WHEREAS, Public risk management professionals help governing |

| 23 | 24 | | bodies work within the constraints of state statutes, city |
|---|
| 24 | 25 | | charters, and accounting and budgeting guidelines, and they also |
|---|
| 25 | 26 | | manage litigation and claims administration, safety programs, and |
|---|
| 26 | 27 | | risk financing programs; in addition, they assist public entities |
|---|
| 27 | 28 | | in planning for the unexpected by scanning the environment for |
|---|
| 28 | 29 | | potential risks and proposing controls and mitigation plans, while |

| 29 | 30 | | balancing political oversight, budget constraints, and stakeholder |

| 31 | 32 | | WHEREAS, By taking appropriate measures to identify, |

| 32 | 33 | | analyze, and treat risk, individuals in the field of public risk |

| 34 | 35 | | State to live in safety, security, and prosperity, and they are |

| 35 | 36 | | indeed deserving of special recognition; now, therefore, be it |

| 36 | 37 | | RESOLVED, That the House of Representatives of the 86th Texas |
