45 R E S O L U T I O N
56 WHEREAS, After more than three decades of exemplary service
6- in law enforcement, Jay Burch
7- is retiring as chief of the Denison
7+ in law enforcement, Jay Burch is retiring as chief of the Denison
88 Police Department at the end of February 2019; and
99 WHEREAS, Chief Burch holds a Bachelor's degree in Criminal
1010 Justice from Dallas Baptist University and a Master's degree in
1111 Criminal Justice Administration from Sam Houston State University,
1212 as well as certifications as a Master Peace Officer, a police
1313 instructor, and a Certified Public Manager; he began his career as a
1414 deputy with the Dallas County Sheriff's Department in 1987 before
1515 going on to spend 11 years on the force in DeSoto; and
1616 WHEREAS, This respected leader has held police chief
1717 positions for 18 years of his career, including tenures in
1818 Gatesville from 2000 to 2004 and in Mount Pleasant from 2005 to
1919 2011; under his direction, Mount Pleasant became one of the first
2020 departments in the state to be credentialed by the Texas Police
2121 Chiefs Association as part of its Best Practices Recognition
2222 Program; and
2323 WHEREAS, Chief Burch took the reins of the Denison Police
2424 Department in December 2011, and his major accomplishments have
2525 included overseeing the renovation of the police department and the
2626 consolidation of police and fire dispatch into the police
2727 headquarters; in 2018, he again had the honor of seeing his
2828 department cited by the Best Practices Recognition Program, giving
2929 him the distinction of being the only Texas police chief to guide
3030 two agencies to that status; and
3131 WHEREAS, In retirement, Chief Burch plans to continue
3232 teaching, training, and working on organizational assessments
3333 while also spending more time with his treasured family; and
3434 WHEREAS, Greatly admired by his colleagues for his skilled
3535 leadership, professionalism, and commitment to excellence, Jay
3636 Burch may indeed take great pride in all that he has done to protect
3737 and serve his fellow Texans as he embarks on the next exciting
3838 chapter of his life; now, therefore, be it
3939 RESOLVED, That the House of Representatives of the 86th Texas
4040 Legislature hereby honor Denison Police Chief Jay Burch on his
4141 retirement and extend to him sincere best wishes for continued
4242 happiness and fulfillment; and, be it further
4343 RESOLVED, That an official copy of this resolution be
4444 prepared for Chief Burch as an expression of high regard by the
4545 Texas House of Representatives.
