56 WHEREAS, In recent years, workers in the gig economy have
67 played an ever-larger role in the prosperity of the Lone Star State;

89 WHEREAS, The upsurge of digital platforms has energized the
910 gig economy, which consists of on-demand jobs with a low barrier to
1011 entry; people with busy or unpredictable schedules can choose the
1112 hours when they want to accept tasks, and the flexibility allows
1213 some to participate in the workforce who would not be able to accept
1314 traditional employment; in addition, freelance work can help
1415 households quickly overcome a financial emergency without going
1516 into debt or taking on a long-term commitment; and
1617 WHEREAS, Acting as their own bosses, gig workers enhance
1718 their entrepreneurial abilities and practice the self-reliance and
1819 independence that are core Texan values; freelance assignments
1920 enable workers to experience more variety in their careers,
2021 exploring new interests while expanding their marketable skill
2122 sets; and
2223 WHEREAS, Freelance employment can also allow more time for
2324 civic engagement; in a recent study, more than 50 percent of
2425 freelancers reported being politically active in their
2526 communities, compared to only 34 percent of workers in conventional
2627 full-time positions; and
2728 WHEREAS, In 2018, the gig economy accounted for $1.3 trillion
2829 in national economic activity; the phenomenon is sure to gain even
2930 more momentum, and freelance workers may indeed take pride in their
3031 contributions to this flourishing sector; now, therefore, be it
3132 RESOLVED, That the House of Representatives of the 86th Texas
3233 Legislature hereby honor workers in the gig economy and extend to
3334 them sincere best wishes for continued success.
