55 R E S O L U T I O N
66 WHEREAS, The Department of Health has issued a report
77 outlining the increased risk of extreme weather events, including
88 wildfires, water scarcity, and flooding, and these impacts of
99 climate change will affect Texas citizens and impair productivity
1010 in key economic areas; and
1111 WHEREAS, Texas' total annual greenhouse gas emissions are the
1212 largest of any state, and it has the highest amount of industrial
1313 and transportation-related emissions in the country; in 1999, Texas
1414 became the first state in the nation to adopt an Energy Efficiency
1515 Resource Standard, but has since fallen significantly behind in
1616 energy efficiency; while 40 states saw increases in energy
1717 efficiency compared to total energy consumption between 2008 and
1818 2016, Texas was among those that experienced decreases; and
1919 WHEREAS, The state has more than 233,000 people working in
2020 advanced energy across all 254 of its counties, representing more
2121 workers than those in mining and oil and gas, and double those
2222 working at auto dealerships; Texas has great potential to maximize
2323 its advanced energy job market in order to increase energy
2424 efficiency and the use of its renewable energy sources; and
2525 WHEREAS, Efforts to address climate change and its effects
2626 would strengthen our economy and its global competitiveness, as
2727 well as reduce pollutants that adversely impact the health of many
2828 state residents; a leader in technological innovation and
2929 problem-solving ingenuity, Texas recognizes the inherent worth of
3030 our natural resources and has a strong tradition of supporting
3131 stewardship of the environment; and
3232 WHEREAS, Preservation of the state's role as a leader in
3333 fiscal responsibility depends on the prudent management of our
3434 land, air, and water, and the conservation and maintenance of
3535 ecosystems will benefit future generations; now, therefore, be it
3636 RESOLVED, That the House of Representatives of the 86th Texas
3737 Legislature hereby urge the members of the Texas delegation of the
3838 United States Congress to move forward with bipartisan climate
3939 action policy initiatives and encourage individuals, corporations,
4040 and state agencies to reduce emissions and support the growth of
4141 technologies and services that will enlarge and diversify our
4242 economy in energy-efficient, cost-effective ways; and, be it
4343 further
4444 RESOLVED, That the chief clerk forward official copies of
4545 this resolution to the Texas delegation of the United States
4646 Congress as an expression of sentiment by the Texas House of
4747 Representatives.
