| 5 | 6 | | WHEREAS, Lester Howard has earned a 2019 Outstanding Texan |

| 6 | 7 | | Award from the Texas Legislative Black Caucus; and |

| 7 | 8 | | WHEREAS, Mr. Howard is retired from a nearly 35-year career |

| 8 | 9 | | as a deputy assistant director of Houston's Department of Public |

| 9 | 10 | | Works and Engineering; he has served his community for a quarter |

| 10 | 11 | | century as a member of the Rosewood Civic Club, and he has led the |

| 11 | 12 | | group as president for the past decade; each year, the club awards |
|---|
| 12 | 13 | | two scholarships to underprivileged students from its neighboring |
|---|
| 13 | 14 | | high school; and |
|---|
| 14 | 15 | | WHEREAS, Active on many boards and committees at the local |

| 15 | 16 | | and state levels, Mr. Howard has also volunteered his time as |

| 16 | 17 | | president of Super Neighborhood No. 48 and as a member of Northeast |

| 17 | 18 | | Beyond 2000, Northeast Education First, the Northeast Patrol |

| 18 | 19 | | Positive Interaction Program, the National Forum for Black Public |

| 19 | 20 | | Administrators, and the Halls Ahead Advisory Committee of the |

| 20 | 21 | | Harris County Flood Control District; he has further benefited the |

| 21 | 22 | | congregation of Bethany Baptist Church through his service as chair |

| 22 | 23 | | of the deacon staff and in various other leadership capacities; and |

| 23 | 24 | | WHEREAS, Through his long record of civic engagement, Lester |

| 24 | 25 | | Howard has proven himself to be a committed champion of his |

| 25 | 26 | | community, and this award is a fitting tribute to all that he has |
