| 9 | 9 | | federal housing assistance. |

| 10 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Subchapter K, Chapter 2306, Government Code, is |
|---|
| 12 | 12 | | amended by adding Section 2306.2591 to read as follows: |
|---|
| 13 | 13 | | Sec. 2306.2591. HOUSING REPAIR GRANT PILOT PROGRAM. (a) |
|---|
| 14 | 14 | | The department shall establish and administer a pilot program to |
|---|
| 15 | 15 | | provide grants to property owners who offer housing to recipients |
|---|
| 16 | 16 | | of assistance provided through the housing choice voucher program |
|---|
| 17 | 17 | | authorized under Section 8, United States Housing Act of 1937 (42 |
|---|
| 18 | 18 | | U.S.C. Section 1437f), including assistance provided through a |
|---|
| 19 | 19 | | supportive housing program for homeless veterans authorized under |
|---|
| 20 | 20 | | Section 8(o)(19), United States Housing Act of 1937 (42 U.S.C. |
|---|
| 21 | 21 | | Section 1437f(o)(19)). |
|---|
| 22 | 22 | | (b) A grant made under the program must be: |
|---|
| 23 | 23 | | (1) made from available money in the housing trust |
|---|
| 24 | 24 | | fund; and |
|---|
| 25 | 25 | | (2) with respect to the housing offered to recipients |
|---|
| 26 | 26 | | of the assistance described by Subsection (a), used by the property |
|---|
| 27 | 27 | | owner only to establish or maintain compliance with the housing |
|---|
| 28 | 28 | | quality standards established under Section 8, United States |
|---|
| 29 | 29 | | Housing Act of 1937 (42 U.S.C. Section 1437f). |
|---|
| 30 | 30 | | (c) The department shall adopt rules necessary to |
|---|
| 31 | 31 | | administer the program. Rules adopted under this section must |
|---|
| 32 | 32 | | establish eligibility requirements for participation in the |
|---|
| 33 | 33 | | program, including proof of the need for and the completion of |
|---|
| 34 | 34 | | repairs. |
|---|
| 35 | 35 | | (d) This section expires September 1, 2021. |
|---|
| 36 | 36 | | SECTION 2. This Act takes effect September 1, 2019. |
