55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to the creation of a housing repair grant pilot program for
88 property owners who provide housing to recipients of certain
99 federal housing assistance.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Subchapter K, Chapter 2306, Government Code, is
1212 amended by adding Section 2306.2591 to read as follows:
1313 Sec. 2306.2591. HOUSING REPAIR GRANT PILOT PROGRAM. (a)
1414 The department shall establish and administer a pilot program to
1515 provide grants to property owners who offer housing to recipients
1616 of assistance provided through the housing choice voucher program
1717 authorized under Section 8, United States Housing Act of 1937 (42
1818 U.S.C. Section 1437f), including assistance provided through a
1919 supportive housing program for homeless veterans authorized under
2020 Section 8(o)(19), United States Housing Act of 1937 (42 U.S.C.
2121 Section 1437f(o)(19)).
2222 (b) A grant made under the program must be:
2323 (1) made from available money in the housing trust
2424 fund; and
2525 (2) with respect to the housing offered to recipients
2626 of the assistance described by Subsection (a), used by the property
2727 owner only to establish or maintain compliance with the housing
2828 quality standards established under Section 8, United States
2929 Housing Act of 1937 (42 U.S.C. Section 1437f).
3030 (c) The department shall adopt rules necessary to
3131 administer the program. Rules adopted under this section must
3232 establish eligibility requirements for participation in the
3333 program, including proof of the need for and the completion of
3434 repairs.
3535 (d) This section expires September 1, 2021.
3636 SECTION 2. This Act takes effect September 1, 2019.
