| 7 | 7 | | relating to a pilot program to provide home-delivered meals to |

| 8 | 8 | | certain individuals. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter A, Chapter 33, Human Resources Code, |
|---|
| 11 | 11 | | is amended by adding Section 33.037 to read as follows: |
|---|
| 12 | 12 | | Sec. 33.037. HOME-DELIVERED MEALS PILOT PROGRAM. (a) The |
|---|
| 13 | 13 | | commission shall develop and implement a pilot program to provide |
|---|
| 14 | 14 | | home-delivered meals to a targeted group of individuals, selected |
|---|
| 15 | 15 | | by the commission, with a medical condition that would improve with |
|---|
| 16 | 16 | | home-delivered meals. |
|---|
| 17 | 17 | | (b) Using existing resources, the commission may spend not |
|---|
| 18 | 18 | | more than $2 million to develop and implement the pilot program. |
|---|
| 19 | 19 | | (c) The commission shall implement the pilot program in one |
|---|
| 20 | 20 | | urban and one rural region of the state, selected by the commission |
|---|
| 21 | 21 | | based on the availability of and need for home-delivered meal |
|---|
| 22 | 22 | | services. Within each region, the commission shall ensure |
|---|
| 23 | 23 | | medically tailored meals are provided to one subset of individuals |
|---|
| 24 | 24 | | and standard meals are provided to the other subset of individuals. |
|---|
| 25 | 25 | | (d) To the extent practicable, the commission shall seek to |
|---|
| 26 | 26 | | contract with an entity that provides additional services along |
|---|
| 27 | 27 | | with home-delivered meal services. |
|---|
| 28 | 28 | | (e) The commission shall operate the pilot program for one |
|---|
| 29 | 29 | | year. |
|---|
| 30 | 30 | | (f) The commission shall track health outcomes of and the |
|---|
| 31 | 31 | | use of health care services by individuals participating in the |
|---|
| 32 | 32 | | pilot program and analyze the data to determine if the pilot program |
|---|
| 33 | 33 | | results in health care savings. The commission shall partner with |
|---|
| 34 | 34 | | an institution of higher education to conduct the analysis under |
|---|
| 35 | 35 | | this subsection. |
|---|
| 36 | 36 | | (g) Not later than October 31, 2020, the commission shall |
|---|
| 37 | 37 | | prepare and submit to the legislature a report describing the |
|---|
| 38 | 38 | | results of the analysis under Subsection (f) and recommendations |
|---|
| 39 | 39 | | regarding the continuation or expansion of the program. |
|---|
| 40 | 40 | | (h) This section expires December 31, 2020. |
|---|
| 41 | 41 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 42 | 42 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 43 | 43 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 44 | 44 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 45 | 45 | | Act takes effect September 1, 2019. |
