66 AN ACT
77 relating to a pilot program to provide home-delivered meals to
88 certain individuals.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 33, Human Resources Code,
1111 is amended by adding Section 33.037 to read as follows:
1212 Sec. 33.037. HOME-DELIVERED MEALS PILOT PROGRAM. (a) The
1313 commission shall develop and implement a pilot program to provide
1414 home-delivered meals to a targeted group of individuals, selected
1515 by the commission, with a medical condition that would improve with
1616 home-delivered meals.
1717 (b) Using existing resources, the commission may spend not
1818 more than $2 million to develop and implement the pilot program.
1919 (c) The commission shall implement the pilot program in one
2020 urban and one rural region of the state, selected by the commission
2121 based on the availability of and need for home-delivered meal
2222 services. Within each region, the commission shall ensure
2323 medically tailored meals are provided to one subset of individuals
2424 and standard meals are provided to the other subset of individuals.
2525 (d) To the extent practicable, the commission shall seek to
2626 contract with an entity that provides additional services along
2727 with home-delivered meal services.
2828 (e) The commission shall operate the pilot program for one
2929 year.
3030 (f) The commission shall track health outcomes of and the
3131 use of health care services by individuals participating in the
3232 pilot program and analyze the data to determine if the pilot program
3333 results in health care savings. The commission shall partner with
3434 an institution of higher education to conduct the analysis under
3535 this subsection.
3636 (g) Not later than October 31, 2020, the commission shall
3737 prepare and submit to the legislature a report describing the
3838 results of the analysis under Subsection (f) and recommendations
3939 regarding the continuation or expansion of the program.
4040 (h) This section expires December 31, 2020.
4141 SECTION 2. This Act takes effect immediately if it receives
4242 a vote of two-thirds of all the members elected to each house, as
4343 provided by Section 39, Article III, Texas Constitution. If this
4444 Act does not receive the vote necessary for immediate effect, this
4545 Act takes effect September 1, 2019.
