66 relating to a salary career ladder for certain state employees.
77 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
88 SECTION 1. Subchapter B, Chapter 659, Government Code, is
99 amended by adding Section 659.0111 to read as follows:
1010 Sec. 659.0111. SALARY CAREER LADDER FOR CERTAIN STATE
1111 EMPLOYEES. (a) This section applies only to a state employee who
1212 is employed by a state agency in a position classified under Chapter
1313 654 and whose annual salary is less than $75,000.
1414 (b) The executive director or governing body of a state
1515 agency shall adopt a salary career ladder for agency employees
1616 described by Subsection (a). The salary career ladder must base a
1717 state employee's salary on the employee's designated classification
1818 in the position classification plan under Chapter 654 and years of
1919 service with the agency.
2020 (c) A state employee to whom the salary career ladder
2121 applies and who receives an overall evaluation of at least
2222 satisfactory in the employee's most recent annual evaluation is
2323 entitled to an annual salary increase during each of the employee's
2424 first 10 years of service in a designated classification in the
2525 position classification plan under Chapter 654, equal to one-tenth
2626 of the difference between:
2727 (1) the employee's current annual salary; and
2828 (2) the minimum annual salary of a state employee in
2929 the next highest classification.
3030 SECTION 2. As soon as practicable after the effective date
3131 of this Act, but not later than October 1, 2017, the executive
3232 director or governing body of each state agency subject to Section
3333 659.0111, Government Code, as added by this Act, shall adopt a
3434 salary career ladder for state employees as required by that
3535 section. Beginning the first day of the month following the date on
3636 which the executive director or governing body adopts the salary
3737 career ladder, each state employee to whom the salary career ladder
3838 applies and who receives an overall evaluation of at least
3939 satisfactory in the employee's most recent annual evaluation is
4040 entitled to a salary in an amount that meets or exceeds the amount
4141 determined according to the salary career ladder for the employee's
4242 classification and years of service with the agency.
4343 SECTION 3. This Act takes effect September 1, 2017.
