54 A BILL TO BE ENTITLED
65 AN ACT
76 relating to the establishment of a task force on father engagement
87 in this state.
98 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
109 SECTION 1. Chapter 265, Family Code, is amended by adding
1110 Subchapter E to read as follows:
1211 SUBCHAPTER E. TASK FORCE ON FATHER ENGAGEMENT
1312 Sec. 265.201. DEFINITION. In this subchapter, "task
1413 force" means the task force on father engagement established under
1514 Section 265.202.
1615 Sec. 265.202. ESTABLISHMENT. The task force on father
1716 engagement is established to:
1817 (1) evaluate services and supports available to
1918 fathers in this state;
2019 (2) study the impact of father engagement on children,
2120 families, and communities in this state; and
2221 (3) develop a statewide plan for expanding services
2322 and supports available to fathers and other strategies to
2423 strengthen father engagement in this state.
2524 Sec. 265.203. COMPOSITION. (a) The governor shall
2625 determine the number of members of the task force.
2726 (b) The task force is composed of:
2827 (1) members appointed by the governor, which may
2928 include:
3029 (A) policy experts in child abuse and neglect
3130 prevention, community advocacy, or related fields;
3231 (B) directors of relevant state agencies, or the
3332 directors' designees, including the department, the Department of
3433 State Health Services, the Health and Human Services Commission,
3534 the office of the attorney general, and the Texas Workforce
3635 Commission;
3736 (C) members of the judiciary or their designees;
3837 (D) representatives of local government or their
3938 designees;
4039 (E) representatives of service providers to the
4140 department;
4241 (F) one representative who is an expert working
4342 with and studying fathers and families;
4443 (G) one representative from a public or private
4544 institution of higher education with experience in father
4645 engagement;
4746 (H) one representative of a statewide advocacy
4847 organization for issues related to family violence;
4948 (I) one representative of a faith-based
5049 organization;
5150 (J) one representative of a nonprofit
5251 organization involved in promoting father engagement; and
5352 (K) any other members that the governor considers
5453 appropriate;
5554 (2) one member of the house of representatives,
5655 appointed by the speaker of the house, or the member's designee; and
5756 (3) one member of the senate, appointed by the
5857 lieutenant governor, or the member's designee.
5958 Sec. 265.204. PRESIDING OFFICER. The governor shall
6059 designate a member of the task force to serve as the presiding
6160 officer.
6261 Sec. 265.205. VACANCY. A vacancy on the task force shall be
6362 filled in the same manner as the original appointment.
6463 Sec. 265.206. MEETINGS. The task force shall meet at the
6564 call of the presiding officer.
6665 Sec. 265.207. DUTIES. The task force shall:
6766 (1) receive reports and testimony from individuals,
6867 state and local governmental agencies, community-based
6968 organizations, faith-based organizations, policy experts, public
7069 and private institutions of higher education, and other public and
7170 private entities regarding father engagement and evidence-based
7271 father education programs;
7372 (2) study the social and economic impact of father
7473 engagement on children, including in regard to health care,
7574 education, child support, child welfare, and the juvenile justice
7675 system; and
7776 (3) identify and develop strategies to address
7877 barriers to father engagement and to otherwise strengthen father
7978 engagement in this state.
8079 Sec. 265.208. REPORT. (a) The task force shall prepare a
8180 report that includes:
8281 (1) a description of the task force's activities;
8382 (2) the task force's findings; and
8483 (3) recommendations for proposed legislation and a
8584 statewide plan to expand services and supports to fathers in this
8685 state.
8786 (b) Not later than September 1, 2020, the task force shall
8887 provide a copy of the report to:
8988 (1) the governor;
9089 (2) the lieutenant governor;
9190 (3) the speaker of the house of representatives; and
9291 (4) each standing committee of the senate and the
9392 house of representatives with primary jurisdiction over the
9493 department.
9594 Sec. 265.209. COMPENSATION; REIMBURSEMENT. Members of the
9695 task force serve without compensation and may not be reimbursed for
9796 travel or other expenses incurred while conducting the business of
9897 the task force.
9998 Sec. 265.210. ADMINISTRATIVE SUPPORT. The department shall
10099 provide administrative support to the task force, including
101100 reasonably necessary administrative and technical support.
102101 Sec. 265.211. APPLICABILITY OF OTHER LAW. Chapter 2110,
103102 Government Code, does not apply to the task force.
104103 Sec. 265.212. EXPIRATION. The task force is abolished and
105104 this subchapter expires September 1, 2021.
106105 SECTION 2. As soon as practicable after the effective date
107106 of this Act, the governor, the speaker of the house of
108107 representatives, and the lieutenant governor shall appoint the
109108 members of the task force on father engagement as required by
110109 Subchapter E, Chapter 265, Family Code, as added by this Act.
111110 SECTION 3. This Act takes effect September 1, 2019.
