| 10 | 10 | SECTION 1. Subchapter D, Chapter 708, Transportation Code, | |
| 11 | 11 | is amended by adding Section 708.1571 to read as follows: | |
| 12 | 12 | Sec. 708.1571. UNITED STATES ARMED FORCES ENLISTMENT | |
| 13 | 13 | COMMITMENT WAIVER. (a) The department shall waive all surcharges | |
| 14 | 14 | assessed under this chapter for a person who commits to enlist in | |
| 15 | 15 | the United States armed forces. Only unpaid surcharges assessed on | |
| 16 | 16 | or before the date a person commits to enlist may be waived. | |
| 17 | 17 | (b) The department shall require a person requesting a | |
| 18 | 18 | waiver under this section to provide proof of the person's | |
| 19 | 19 | commitment to enlist in the United States armed forces. The | |
| 20 | 20 | department shall adopt rules relating to the proof of entitlement | |
| 21 | 21 | to this waiver. | |
| 22 | 22 | SECTION 2. Section 708.1571, Transportation Code, as added | |
| 23 | 23 | by this Act, applies to a surcharge pending on the effective date of | |
| 24 | 24 | this Act regardless of when the surcharge was assessed. | |
| 25 | 25 | SECTION 3. This Act takes effect September 1, 2019. |
