8 | 8 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
9 | 9 | SECTION 1. Subchapter E, Chapter 31, Election Code, is | |
10 | 10 | amended by adding Section 31.125 to read as follows: | |
11 | 11 | Sec. 31.125. VOTER EDUCATION FOR PERSONS CONFINED IN JAIL. | |
12 | 12 | (a) The secretary of state, the authority in charge of the jail in | |
13 | 13 | each county, and the early voting clerk of each county shall take | |
14 | 14 | appropriate action to: | |
15 | 15 | (1) inform each qualified voter confined in jail of | |
16 | 16 | the voter's right to vote; and | |
17 | 17 | (2) provide the qualified voter an opportunity to | |
18 | 18 | vote. | |
19 | 19 | (b) The authority in charge of the jail shall allow a person | |
20 | 20 | who is qualified to vote and confined in jail access to a voter | |
21 | 21 | registrar or deputy voter registrar for the purpose of submitting | |
22 | 22 | an application to register to vote. | |
23 | 23 | SECTION 2. This Act takes effect September 1, 2019. |
