| 6 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 7 | 9 | | SECTION 1. Subchapter B, Chapter 402, Government Code, is |
|---|
| 8 | 10 | | amended by adding Section 402.0351 to read as follows: |
|---|
| 9 | 11 | | Sec. 402.0351. REQUIRED POSTING OF HUMAN TRAFFICKING SIGNS |
|---|
| 10 | 12 | | AT CERTAIN TRANSPORTATION HUBS. (a) In this section, |
|---|
| 11 | 13 | | "transportation hub" means a bus, bus stop, train, train station, |
|---|
| 12 | 14 | | rest area, or airport. |
|---|
| 13 | 15 | | (b) The attorney general by rule shall prescribe the design |
|---|
| 14 | 16 | | and content of a sign regarding services and assistance available |
|---|
| 15 | 17 | | to victims of human trafficking to be displayed at transportation |
|---|
| 16 | 18 | | hubs. The sign must be in both English and Spanish and include: |
|---|
| 17 | 19 | | (1) the telephone number and Internet website of the |
|---|
| 18 | 20 | | National Human Trafficking Resource Center; and |
|---|
| 19 | 21 | | (2) the key indicators that a person is a victim of |
|---|
| 20 | 22 | | human trafficking. |
|---|
| 21 | 23 | | (c) The attorney general by rule shall prescribe the |
|---|
| 22 | 24 | | transportation hubs that are required to post a sign described by |
|---|
| 23 | 25 | | Subsection (b). |
|---|
| 24 | 26 | | (d) A person who operates a transportation hub that is |
|---|
| 25 | 27 | | required to post a sign under Subsection (c) shall post a sign |
|---|
| 26 | 28 | | described by Subsection (b) at the transportation hub. The |
|---|
| 27 | 29 | | attorney general: |
|---|
| 28 | 30 | | (1) by rule shall prescribe the manner the sign must be |
|---|
| 29 | 31 | | displayed at the transportation hub and any exceptions to the sign |
|---|
| 30 | 32 | | posting requirement under this section; and |
|---|
| 31 | 33 | | (2) shall enforce this section. |
|---|
| 32 | 34 | | (e) In adopting the rules under Subsection (b), the attorney |
|---|
| 33 | 35 | | general shall consult with the Texas Department of Transportation. |
|---|
| 34 | 36 | | SECTION 2. Not later than September 1, 2020, the attorney |
|---|
| 35 | 37 | | general shall adopt the rules required by Section 402.0351, |
|---|
| 36 | 38 | | Government Code, as added by this Act. |
|---|
| 37 | 39 | | SECTION 3. This Act takes effect September 1, 2019. |
