57 relating to human trafficking signs at certain transportation hubs.
68 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
79 SECTION 1. Subchapter B, Chapter 402, Government Code, is
810 amended by adding Section 402.0351 to read as follows:
911 Sec. 402.0351. REQUIRED POSTING OF HUMAN TRAFFICKING SIGNS
1012 AT CERTAIN TRANSPORTATION HUBS. (a) In this section,
1113 "transportation hub" means a bus, bus stop, train, train station,
1214 rest area, or airport.
1315 (b) The attorney general by rule shall prescribe the design
1416 and content of a sign regarding services and assistance available
1517 to victims of human trafficking to be displayed at transportation
1618 hubs. The sign must be in both English and Spanish and include:
1719 (1) the telephone number and Internet website of the
1820 National Human Trafficking Resource Center; and
1921 (2) the key indicators that a person is a victim of
2022 human trafficking.
2123 (c) The attorney general by rule shall prescribe the
2224 transportation hubs that are required to post a sign described by
2325 Subsection (b).
2426 (d) A person who operates a transportation hub that is
2527 required to post a sign under Subsection (c) shall post a sign
2628 described by Subsection (b) at the transportation hub. The
2729 attorney general:
2830 (1) by rule shall prescribe the manner the sign must be
2931 displayed at the transportation hub and any exceptions to the sign
3032 posting requirement under this section; and
3133 (2) shall enforce this section.
3234 (e) In adopting the rules under Subsection (b), the attorney
3335 general shall consult with the Texas Department of Transportation.
3436 SECTION 2. Not later than September 1, 2020, the attorney
3537 general shall adopt the rules required by Section 402.0351,
3638 Government Code, as added by this Act.
3739 SECTION 3. This Act takes effect September 1, 2019.
