| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 41.0011, Election Code, is amended by | |
| 11 | 11 | adding Subsection (a-1) to read as follows: | |
| 12 | 12 | (a-1) If the governor determines that an emergency warrants | |
| 13 | 13 | holding an election for the issuance of bonds before the November | |
| 14 | 14 | uniform election date, the election may be held on an earlier May | |
| 15 | 15 | uniform election date. | |
| 16 | 16 | SECTION 2. Subchapter A, Chapter 41, Election Code, is | |
| 17 | 17 | amended by adding Section 41.0051 to read as follows: | |
| 18 | 18 | Sec. 41.0051. ELECTION TO ISSUE BONDS. (a) Except as | |
| 19 | 19 | provided by Section 41.0011(a-1), an election for the issuance of | |
| 20 | 20 | bonds shall be held on the November uniform election date. | |
| 21 | 21 | (b) This section supersedes a conflicting statute outside | |
| 22 | 22 | this subchapter. | |
| 23 | 23 | SECTION 3. This Act applies only to an election ordered on | |
| 24 | 24 | or after the effective date of this Act. An election ordered before | |
| 25 | 25 | the effective date of this Act is governed by the law as it existed | |
| 26 | 26 | immediately before the effective date of this Act, and that law is | |
| 27 | 27 | continued in effect for that purpose. | |
| 28 | 28 | SECTION 4. This Act takes effect September 1, 2019. |
