| 8 | 10 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 9 | 11 | | SECTION 1. Subchapter A, Chapter 551, Health and Safety |
|---|
| 10 | 12 | | Code, is amended by adding Section 551.008 to read as follows: |
|---|
| 11 | 13 | | Sec. 551.008. REGIONAL LAUNDRY CENTERS. A regional laundry |
|---|
| 12 | 14 | | center operated by the commission to provide laundry services to |
|---|
| 13 | 15 | | department facilities may contract with federal agencies, other |
|---|
| 14 | 16 | | state agencies, or local political subdivisions to provide or |
|---|
| 15 | 17 | | receive laundry services. |
|---|
| 16 | 18 | | SECTION 2. Section 551.009(c), Health and Safety Code, is |
|---|
| 17 | 19 | | amended to read as follows: |
|---|
| 18 | 20 | | (c) The local mental health authority shall contract with |
|---|
| 19 | 21 | | Kerrville State Hospital to provide food service, laundry service, |
|---|
| 20 | 22 | | and lawn care to the local mental health authority operating a |
|---|
| 21 | 23 | | crisis stabilization unit on the grounds of the Kerrville State |
|---|
| 22 | 24 | | Hospital as provided by this section. |
|---|
| 23 | 25 | | SECTION 3. If before implementing any provision of this Act |
|---|
| 24 | 26 | | a state agency determines that a waiver or authorization from a |
|---|
| 25 | 27 | | federal agency is necessary for implementation of that provision, |
|---|
| 26 | 28 | | the agency affected by the provision shall request the waiver or |
|---|
| 27 | 29 | | authorization and may delay implementing that provision until the |
|---|
| 28 | 30 | | waiver or authorization is granted. |
|---|
| 29 | 31 | | SECTION 4. This Act takes effect immediately if it receives |
|---|
| 30 | 32 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 31 | 33 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 32 | 34 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 33 | 35 | | Act takes effect September 1, 2019. |
