5	10		AN ACT
6	11		relating to the composition of the Homeland Security Council.
7	12		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
8	13		SECTION 1. Section 421.021(a), Government Code, as amended
9	14		by Chapters 93 (S.B. 686), 616 (S.B. 1393), and 1217 (S.B. 1536),
10	15		Acts of the 83rd Legislature, Regular Session, 2013, is reenacted
11	16		and amended to read as follows:
12	17		(a) The Homeland Security Council is composed of the
13	18		governor or the governor's designee, the speaker of the house of
14	19		representatives or the speaker's designee, the lieutenant governor
15	20		or the lieutenant governor's designee, and one representative of
16	21		each of the following entities, appointed by the single statewide
17	22		elected or appointed governing officer, administrative head, or
18	23		chair, as appropriate, of the entity:
19	24		(1) Department of Agriculture;
20	25		(2) office of the attorney general;
21	26		(3) General Land Office;
22	27		(4) Public Utility Commission of Texas;
23	28		(5) Department of State Health Services;
24	29		(6) Department of Information Resources;
25	30		(7) Department of Public Safety of the State of Texas;
26	31		(8) Texas Division of Emergency Management;
27	32		(9) Texas Military Department;
28	33		(10) Texas Commission on Environmental Quality;
29	34		(11) Railroad Commission of Texas;
30	35		(12) Texas Military Preparedness Commission;
31	36		(13) Texas Department of Transportation;
32	37		(14) Commission on State Emergency Communications;
33	38		(15) Office of State-Federal Relations;
34	39		(16) secretary of state;
35	40		(17) Senate Committee on Veteran [Veterans] Affairs
36	41		and Border Security [Military Installations];
37	42		(18) [(17)] the committee of the senate having
38	43		jurisdiction over homeland security [Senate Committee on
39	44		Agriculture, Rural Affairs and Homeland Security];
40	45		(19) House Committee on Defense and Veterans' Affairs;

57	62		SECTION 2. Not later than the 90th day after the effective
58	63		date of this Act, the governing officer, administrative head, or
59	64		chair, as appropriate, of the Health and Human Services Commission,
60	65		State Office of Risk Management, Texas School Safety Center, and
61	66		Texas Department of Criminal Justice shall appoint a representative
62	67		to the Homeland Security Council, as required by Section
63	68		421.021(a), Government Code, as amended by this Act.
64	69		SECTION 3. This Act takes effect September 1, 2019.
