510 AN ACT
611 relating to the composition of the Homeland Security Council.
712 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
813 SECTION 1. Section 421.021(a), Government Code, as amended
914 by Chapters 93 (S.B. 686), 616 (S.B. 1393), and 1217 (S.B. 1536),
1015 Acts of the 83rd Legislature, Regular Session, 2013, is reenacted
1116 and amended to read as follows:
1217 (a) The Homeland Security Council is composed of the
1318 governor or the governor's designee, the speaker of the house of
1419 representatives or the speaker's designee, the lieutenant governor
1520 or the lieutenant governor's designee, and one representative of
1621 each of the following entities, appointed by the single statewide
1722 elected or appointed governing officer, administrative head, or
1823 chair, as appropriate, of the entity:
1924 (1) Department of Agriculture;
2025 (2) office of the attorney general;
2126 (3) General Land Office;
2227 (4) Public Utility Commission of Texas;
2328 (5) Department of State Health Services;
2429 (6) Department of Information Resources;
2530 (7) Department of Public Safety of the State of Texas;
2631 (8) Texas Division of Emergency Management;
2732 (9) Texas Military Department;
2833 (10) Texas Commission on Environmental Quality;
2934 (11) Railroad Commission of Texas;
3035 (12) Texas Military Preparedness Commission;
3136 (13) Texas Department of Transportation;
3237 (14) Commission on State Emergency Communications;
3338 (15) Office of State-Federal Relations;
3439 (16) secretary of state;
3540 (17) Senate Committee on Veteran [Veterans] Affairs
3641 and Border Security [Military Installations];
3742 (18) [(17)] the committee of the senate having
3843 jurisdiction over homeland security [Senate Committee on
3944 Agriculture, Rural Affairs and Homeland Security];
4045 (19) House Committee on Defense and Veterans' Affairs;
4146 (20) [(18)] the committee of the house of
4247 representatives having jurisdiction over homeland security [House
4348 Committee on Homeland Security and Public Safety];
4449 (21) Texas Animal Health Commission;
4550 (22) Texas Commission on Law Enforcement Officer
4651 Standards and Education;
4752 (23) state fire marshal's office;
4853 (24) Texas Education Agency;
4954 (25) Texas Commission on Fire Protection;
5055 (26) Parks and Wildlife Department;
5156 (27) Texas A&M Forest Service; [and]
5257 (28) Texas Water Development Board;
5358 (29) Health and Human Services Commission;
5459 (30) State Office of Risk Management;
5560 (31) Texas School Safety Center; and
5661 (32) Texas Department of Criminal Justice.
5762 SECTION 2. Not later than the 90th day after the effective
5863 date of this Act, the governing officer, administrative head, or
5964 chair, as appropriate, of the Health and Human Services Commission,
6065 State Office of Risk Management, Texas School Safety Center, and
6166 Texas Department of Criminal Justice shall appoint a representative
6267 to the Homeland Security Council, as required by Section
6368 421.021(a), Government Code, as amended by this Act.
6469 SECTION 3. This Act takes effect September 1, 2019.
