44 A BILL TO BE ENTITLED
55 AN ACT
66 relating to information for foster children who are pregnant or
77 minor parents.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter B, Chapter 264, Family Code, is
1010 amended by adding Section 264.130 to read as follows:
1111 Sec. 264.130. PREGNANCY AND PARENTING INFORMATION. The
1212 department at developmentally appropriate stages shall ensure to
1313 children in the managing conservatorship of the department who are
1414 pregnant or who are minor parents receive information on and
1515 support in providing safe environments for children, including
1616 information and support regarding:
1717 (1) safe sleeping arrangements;
1818 (2) suggestions for childproofing potentially
1919 dangerous settings in a home;
2020 (3) child development and methods to cope with
2121 challenging behaviors;
2222 (4) selection of appropriate substitute caregivers;
2323 (5) a child's early brain development, including the
2424 importance of meeting an infant's developmental needs by providing
2525 positive experiences and avoiding adverse experiences;
2626 (6) the importance of paternal involvement in a
2727 child's life and methods for co-parenting;
2828 (7) the benefits of reading, talking, and singing to
2929 young children;
3030 (8) the importance of prenatal and postpartum care for
3131 both the mother and infant including the impact of and signs for
3232 perinatal mood disorders;
3333 (9) family planning counseling to postpone unplanned
3434 subsequent pregnancies;
3535 (11) infant nutrition and the importance of
3636 breastfeeding; and
3737 (12) healthy relationships, including the prevention
3838 of intimate partner violence.
3939 SECTION 2. This Act takes effect September 1, 2019.
