10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
11 | 11 | SECTION 1. Section 264.015, Family Code, is amended by | |
12 | 12 | adding Subsection (d) to read as follows: | |
13 | 13 | (d) The commissioner of the department shall adopt rules | |
14 | 14 | necessary to implement this section, including definitions of | |
15 | 15 | "trauma" and "trauma-informed care," using a negotiated rulemaking | |
16 | 16 | process under Chapter 2008, Government Code. | |
17 | 17 | SECTION 2. Not later than December 1, 2019, the | |
18 | 18 | commissioner of the Department of Family and Protective Services | |
19 | 19 | shall adopt rules in accordance with Section 264.015(d), Family | |
20 | 20 | Code, as added by this Act. | |
21 | 21 | SECTION 3. This Act takes effect immediately if it receives | |
22 | 22 | a vote of two-thirds of all the members elected to each house, as | |
23 | 23 | provided by Section 39, Article III, Texas Constitution. If this | |
24 | 24 | Act does not receive the vote necessary for immediate effect, this | |
25 | 25 | Act takes effect September 1, 2019. |
