55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to duties of the Department of Family and Protective
88 Services to provide training regarding trauma-informed programs
99 and services.
1010 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1111 SECTION 1. Section 264.015, Family Code, is amended by
1212 adding Subsection (d) to read as follows:
1313 (d) The commissioner of the department shall adopt rules
1414 necessary to implement this section, including definitions of
1515 "trauma" and "trauma-informed care," using a negotiated rulemaking
1616 process under Chapter 2008, Government Code.
1717 SECTION 2. Not later than December 1, 2019, the
1818 commissioner of the Department of Family and Protective Services
1919 shall adopt rules in accordance with Section 264.015(d), Family
2020 Code, as added by this Act.
2121 SECTION 3. This Act takes effect immediately if it receives
2222 a vote of two-thirds of all the members elected to each house, as
2323 provided by Section 39, Article III, Texas Constitution. If this
2424 Act does not receive the vote necessary for immediate effect, this
2525 Act takes effect September 1, 2019.
