A BILL TO BE ENTITLED
AN ACT
relating to the system for maintaining records relating to children
in the conservatorship of the Department of Family and Protective
Services.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
SECTION 1. Subchapter B, Chapter 40, Human Resources Code,
is amended by adding Section 40.043 to read as follows:
Sec. 40.043. CASE TRACKING AND INFORMATION MANAGEMENT
SYSTEM. The department shall ensure that the department's case
tracking and information management system in which information
relating to each child in the department's conservatorship is
maintained:
(1) provides a date stamp for each entry of
information in the electronic database;
(2) tracks any change to the information in the
electronic database, including identifying the person who modifies
or deletes information in the electronic database; and
(3) strictly limits the ability to modify or delete
information in the electronic database to only persons who provide
relevant case functions that may require modification or deletion
of information and only as necessary to perform those functions.
SECTION 2. This Act takes effect September 1, 2019.
