10 | 10 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
11 | 11 | SECTION 1. Section 531.102(a-3), Government Code, is | |
12 | 12 | amended to read as follows: | |
13 | 13 | (a-3) Notwithstanding Section 531.00553, the office [The | |
14 | 14 | executive commissioner] is responsible for performing all | |
15 | 15 | administrative support services functions necessary to operate the | |
16 | 16 | office [in the same manner that the executive commissioner is | |
17 | 17 | responsible for providing administrative support services | |
18 | 18 | functions for the health and human services system], including | |
19 | 19 | functions of the office related to the following: | |
20 | 20 | (1) procurement processes; | |
21 | 21 | (2) contracting policies; | |
22 | 22 | (3) information technology services; | |
23 | 23 | (4) [subject to Subsection (a-8),] legal services; | |
24 | 24 | (5) budgeting; [and] | |
25 | 25 | (6) personnel and employment policies; and | |
26 | 26 | (7) hiring and dismissal of administrative staff, | |
27 | 27 | including information technology staff. | |
28 | 28 | SECTION 2. Section 531.102(a-8), Government Code, is | |
29 | 29 | repealed. | |
30 | 30 | SECTION 3. This Act takes effect September 1, 2019. |
