137 relating to the eligibility of certain events to receive funding
148 through the Major Events Reimbursement Program.
159 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1610 SECTION 1. Sections 5A(a)(4) and (5), Chapter 1507 (S.B.
1711 456), Acts of the 76th Legislature, Regular Session, 1999 (Article
1812 5190.14, Vernon's Texas Civil Statutes), are amended to read as
1913 follows:
2014 (4) "Event" means a Super Bowl, a National Collegiate
2115 Athletic Association Final Four tournament game, the National
2216 Basketball Association All-Star Game, the X Games, the National
2317 Hockey League All-Star Game, the Major League Baseball All-Star
2418 Game, a game of the National Collegiate Athletic Association Bowl
2519 Championship Series or its successor or a National Collegiate
2620 Athletic Association Division I Football Bowl Subdivision
2721 postseason playoff or championship game, the National Collegiate
2822 Athletic Association men's or women's lacrosse championships, a
2923 World Cup Soccer game, the World Cup soccer tournament, the Major
3024 League Soccer All-Star Game, the Major League Soccer Cup, the
3125 Professional Rodeo Cowboys Association National Finals Rodeo, an
3226 Elite Rodeo Association World Championship, the United States Open
3327 Championship, the World Games, a national collegiate championship
3428 of an amateur sport sanctioned by the national governing body of the
3529 sport that is recognized by the United States Olympic Committee, an
3630 Olympic activity, including a Junior or Senior activity, training
3731 program, or feeder program sanctioned by the United States Olympic
3832 Committee's Community Olympic Development Program, the Amateur
3933 Athletic Union Junior Olympic Games, a mixed martial arts
4034 championship, the Breeders' Cup World Championships, a Formula One
4135 automobile race, the Moto Grand Prix of the United States, the
4236 National Association for Stock Car Auto Racing (NASCAR) All-Star
4337 Race, the season-ending Championship Race for the National
4438 Association for Stock Car Auto Racing (NASCAR), the Academy of
4539 Country Music Awards, the National Cutting Horse Association Triple
46- Crown, a championship event in the National Reined Cow Horse
47- Association (NRCHA) Championship Series, a national political
48- convention of the Republican National Committee or the Democratic
49- National Committee, a presidential general election debate, or the
50- largest event held each year at a sports entertainment venue in this
51- state with a permanent seating capacity, including grandstand and
52- premium seating, of not less than 125,000. The term includes any
53- activities related to or associated with an event.
40+ Crown, a National Reined Cow Horse Association (NRCHA) Celebration
41+ of Champions, a National Reined Cow Horse Association (NRCHA)
42+ Hackamore Classic, a National Reined Cow Horse Association (NRCHA)
43+ Snaffle Bit Futurity, a national political convention of the
44+ Republican National Committee or the Democratic National
45+ Committee, a presidential general election debate, or the largest
46+ event held each year at a sports entertainment venue in this state
47+ with a permanent seating capacity, including grandstand and premium
48+ seating, of not less than 125,000. The term includes any activities
49+ related to or associated with an event.
5450 (5) "Site selection organization" means:
5551 (A) the National Football League, the National
5652 Collegiate Athletic Association, the National Basketball
5753 Association, ESPN or an affiliate, the National Hockey League,
5854 Major League Baseball, the Federation Internationale de Football
5955 Association (FIFA), the International World Games Association, the
6056 National Association for Stock Car Auto Racing (NASCAR), Dorna
6157 Sports, the Amateur Athletic Union, the Professional Rodeo Cowboys
6258 Association, the Elite Rodeo Association, Major League Soccer, the
6359 United States Golf Association, or the United States Olympic
6460 Committee;
6561 (B) the national governing body of a sport that
6662 is recognized by the United States Olympic Committee, the National
6763 Thoroughbred Racing Association, Formula One Management Limited,
6864 or the Federation Internationale de l'Automobile;
6965 (C) the Academy of Country Music;
7066 (D) the National Cutting Horse Association;
7167 (E) the National Reined Cow Horse Association
7268 (NRCHA);
7369 (F) the Republican National Committee or the
7470 Democratic National Committee;
7571 (G) [(F)] the Ultimate Fighting Championship; or
7672 (H) [(G)] the Commission on Presidential
7773 Debates.
7874 SECTION 2. This Act takes effect immediately if it receives
7975 a vote of two-thirds of all the members elected to each house, as
8076 provided by Section 39, Article III, Texas Constitution. If this
8177 Act does not receive the vote necessary for immediate effect, this
8278 Act takes effect September 1, 2019.
