11	5		A BILL TO BE ENTITLED
12	6		AN ACT
13	7		relating to the eligibility of certain events to receive funding
14	8		through the Major Events Reimbursement Program.
15	9		BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
16	10		SECTION 1. Sections 5A(a)(4) and (5), Chapter 1507 (S.B.
17	11		456), Acts of the 76th Legislature, Regular Session, 1999 (Article
18	12		5190.14, Vernon's Texas Civil Statutes), are amended to read as
19	13		follows:
20	14		(4) "Event" means a Super Bowl, a National Collegiate
21	15		Athletic Association Final Four tournament game, the National
22	16		Basketball Association All-Star Game, the X Games, the National
23	17		Hockey League All-Star Game, the Major League Baseball All-Star
24	18		Game, a game of the National Collegiate Athletic Association Bowl
25	19		Championship Series or its successor or a National Collegiate
26	20		Athletic Association Division I Football Bowl Subdivision
27	21		postseason playoff or championship game, the National Collegiate
28	22		Athletic Association men's or women's lacrosse championships, a
29	23		World Cup Soccer game, the World Cup soccer tournament, the Major
30	24		League Soccer All-Star Game, the Major League Soccer Cup, the
31	25		Professional Rodeo Cowboys Association National Finals Rodeo, an
32	26		Elite Rodeo Association World Championship, the United States Open
33	27		Championship, the World Games, a national collegiate championship
34	28		of an amateur sport sanctioned by the national governing body of the
35	29		sport that is recognized by the United States Olympic Committee, an
36	30		Olympic activity, including a Junior or Senior activity, training
37	31		program, or feeder program sanctioned by the United States Olympic
38	32		Committee's Community Olympic Development Program, the Amateur
39	33		Athletic Union Junior Olympic Games, a mixed martial arts
40	34		championship, the Breeders' Cup World Championships, a Formula One
41	35		automobile race, the Moto Grand Prix of the United States, the
42	36		National Association for Stock Car Auto Racing (NASCAR) All-Star
43	37		Race, the season-ending Championship Race for the National
44	38		Association for Stock Car Auto Racing (NASCAR), the Academy of
45	39		Country Music Awards, the National Cutting Horse Association Triple
46		-	Crown, a championship event in the National Reined Cow Horse
47		-	Association (NRCHA) Championship Series, a national political
48		-	convention of the Republican National Committee or the Democratic
49		-	National Committee, a presidential general election debate, or the
50		-	largest event held each year at a sports entertainment venue in this
51		-	state with a permanent seating capacity, including grandstand and
52		-	premium seating, of not less than 125,000. The term includes any
53		-	activities related to or associated with an event.
	40	+	Crown, a National Reined Cow Horse Association (NRCHA) Celebration
	41	+	of Champions, a National Reined Cow Horse Association (NRCHA)
	42	+	Hackamore Classic, a National Reined Cow Horse Association (NRCHA)
	43	+	Snaffle Bit Futurity, a national political convention of the
	44	+	Republican National Committee or the Democratic National
	45	+	Committee, a presidential general election debate, or the largest
	46	+	event held each year at a sports entertainment venue in this state
	47	+	with a permanent seating capacity, including grandstand and premium
	48	+	seating, of not less than 125,000. The term includes any activities
	49	+	related to or associated with an event.
54	50		(5) "Site selection organization" means:
55	51		(A) the National Football League, the National
56	52		Collegiate Athletic Association, the National Basketball
57	53		Association, ESPN or an affiliate, the National Hockey League,
58	54		Major League Baseball, the Federation Internationale de Football
59	55		Association (FIFA), the International World Games Association, the
60	56		National Association for Stock Car Auto Racing (NASCAR), Dorna
61	57		Sports, the Amateur Athletic Union, the Professional Rodeo Cowboys
62	58		Association, the Elite Rodeo Association, Major League Soccer, the
63	59		United States Golf Association, or the United States Olympic
64	60		Committee;
65	61		(B) the national governing body of a sport that
66	62		is recognized by the United States Olympic Committee, the National
67	63		Thoroughbred Racing Association, Formula One Management Limited,
68	64		or the Federation Internationale de l'Automobile;
69	65		(C) the Academy of Country Music;
70	66		(D) the National Cutting Horse Association;
71	67		(E) the National Reined Cow Horse Association
72	68		(NRCHA);
73	69		(F) the Republican National Committee or the
74	70		Democratic National Committee;
75	71		(G) [(F)] the Ultimate Fighting Championship; or
76	72		(H) [(G)] the Commission on Presidential
77	73		Debates.
78	74		SECTION 2. This Act takes effect immediately if it receives
79	75		a vote of two-thirds of all the members elected to each house, as
80	76		provided by Section 39, Article III, Texas Constitution. If this
81	77		Act does not receive the vote necessary for immediate effect, this
82	78		Act takes effect September 1, 2019.
