| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. Section 67.011, Transportation Code, is amended | |
| 11 | 11 | to read as follows: | |
| 12 | 12 | Sec. 67.011. BOARD. The board of pilot commissioners for | |
| 13 | 13 | the ports of Galveston County is composed of: | |
| 14 | 14 | (1) five commissioners from Galveston County | |
| 15 | 15 | appointed by the governor with the advice and consent of the senate; | |
| 16 | 16 | and | |
| 17 | 17 | (2) two ex-officio commissioners who are the port | |
| 18 | 18 | directors of the two ports located in Galveston County. | |
| 19 | 19 | SECTION 2. Section 67.012, Transportation Code, is amended | |
| 20 | 20 | to read as follows: | |
| 21 | 21 | Sec. 67.012. PROHIBITED INTEREST. A person may not be an | |
| 22 | 22 | appointed [a] member of the board if the person has a conflict of | |
| 23 | 23 | interest or a direct or indirect interest in any business affected | |
| 24 | 24 | by or connected with the performance of the person's duties as a | |
| 25 | 25 | pilot commissioner. | |
| 26 | 26 | SECTION 3. Section 67.014(a), Transportation Code, is | |
| 27 | 27 | amended to read as follows: | |
| 28 | 28 | (a) Appointed board [Board] members serve staggered | |
| 29 | 29 | four-year terms of office. | |
| 30 | 30 | SECTION 4. This Act takes effect September 1, 2019. |
