| 6 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 7 | 9 | | SECTION 1. Section 436.105(d), Government Code, is amended |
|---|
| 8 | 10 | | to read as follows: |
|---|
| 9 | 11 | | (d) The task force is abolished and this section expires |
|---|
| 10 | 12 | | September 1, 2023 [2021]. |
|---|
| 11 | 13 | | SECTION 2. Section 436.205(b), Government Code, is amended |
|---|
| 12 | 14 | | to read as follows: |
|---|
| 13 | 15 | | (b) The panel shall evaluate each grant application and |
|---|
| 14 | 16 | | assign the applicant a score based on: |
|---|
| 15 | 17 | | (1) the significance of the adverse or positive effect |
|---|
| 16 | 18 | | within the local governmental entity[, including the number of jobs |
|---|
| 17 | 19 | | that may be lost or gained in relation to the workforce in the local |
|---|
| 18 | 20 | | governmental entity's jurisdiction and the effect on the entity's |
|---|
| 19 | 21 | | and surrounding area's economy and tax revenue]; and |
|---|
| 20 | 22 | | (2) any other criteria established by the commission |
|---|
| 21 | 23 | | [the extent to which the local governmental entity may have used its |
|---|
| 22 | 24 | | existing resources to promote local economic development; |
|---|
| 23 | 25 | | [(3) the amount of any grant that the local |
|---|
| 24 | 26 | | governmental entity has previously received under this subchapter; |
|---|
| 25 | 27 | | [(4) the anticipated number of jobs that may be |
|---|
| 26 | 28 | | created or retained in relation to the amount of the grant sought; |
|---|
| 27 | 29 | | and |
|---|
| 28 | 30 | | [(5) the extent to which the grant will affect the |
|---|
| 29 | 31 | | region in which the local governmental entity is located]. |
|---|
| 30 | 32 | | SECTION 3. Section 436.207, Government Code, is repealed. |
|---|
| 31 | 33 | | SECTION 4. This Act takes effect September 1, 2019. |
