| 8 | 8 | | as the state liaison to the United States Army Corps of Engineers. |

| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter C, Chapter 418, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 418.054 to read as follows: |
|---|
| 12 | 12 | | Sec. 418.054. LIAISON TO UNITED STATES ARMY CORPS OF |
|---|
| 13 | 13 | | ENGINEERS. (a) In this section, "corps of engineers" means the |
|---|
| 14 | 14 | | United States Army Corps of Engineers. |
|---|
| 15 | 15 | | (b) The division is the state liaison to the corps of |
|---|
| 16 | 16 | | engineers except as provided by Section 16.091, Water Code. |
|---|
| 17 | 17 | | (c) The division shall: |
|---|
| 18 | 18 | | (1) serve as a clearinghouse for monitoring: |
|---|
| 19 | 19 | | (A) federal appropriations for projects of the |
|---|
| 20 | 20 | | corps of engineers in this state; and |
|---|
| 21 | 21 | | (B) projects of the corps of engineers that are |
|---|
| 22 | 22 | | under construction in this state, including: |
|---|
| 23 | 23 | | (i) progress on the project and expected |
|---|
| 24 | 24 | | completion date; and |
|---|
| 25 | 25 | | (ii) the total cost of the project, the |
|---|
| 26 | 26 | | amount and due date of any local matching funds requirement, any |
|---|
| 27 | 27 | | interest being incurred on the local matching funds, and how the |
|---|
| 28 | 28 | | local sponsor of the project plans to pay the local matching funds |
|---|
| 29 | 29 | | requirement; |
|---|
| 30 | 30 | | (2) monitor studies being conducted in this state for |
|---|
| 31 | 31 | | potential corps of engineers projects and how much the total cost |
|---|
| 32 | 32 | | and local matching funds requirement would be for the project; |
|---|
| 33 | 33 | | (3) develop statewide standards and guidelines for |
|---|
| 34 | 34 | | complying with federal regulations and requirements for corps of |
|---|
| 35 | 35 | | engineers project procurement; and |
|---|
| 36 | 36 | | (4) act as a liaison between the corps of engineers, |
|---|
| 37 | 37 | | relevant state agencies, and local sponsors of projects to ensure |
|---|
| 38 | 38 | | efficient communication and consolidation of information relating |
|---|
| 39 | 39 | | to existing and potential projects. |
|---|
| 40 | 40 | | (d) This section may not be construed as making the division |
|---|
| 41 | 41 | | or this state responsible for any local matching funds requirement |
|---|
| 42 | 42 | | for a corps of engineers project. |
|---|
| 43 | 43 | | (e) The division may delegate any of its responsibilities |
|---|
| 44 | 44 | | and duties under this section to the Emergency Management Council, |
|---|
| 45 | 45 | | if appropriate. |
|---|
| 46 | 46 | | SECTION 2. This Act takes effect September 1, 2019. |
