 A BILL TO BE ENTITLED
 AN ACT
 relating to the suspension of annuity payments for certain former
 legislators engaged in lobbying activities.
 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
 SECTION 1.  Chapter 812, Government Code, is amended by
 adding Subchapter D to read as follows:
 SUBCHAPTER D. LOBBYING BY CERTAIN RETIREES
 Sec. 812.301.  BENEFITS AFFECTED. (a) If a retiree who
 accrued service credit in the retirement system as a member of the
 legislature engages in lobbying activities that require
 registration under Chapter 305, the retirement system shall suspend
 annuity payments to the retiree until the retiree ceases to engage
 in lobbying activities and files a notice of termination as
 prescribed by Section 305.008.
 (b)  The board of trustees shall adopt rules necessary to
 implement this section.
 SECTION 2.  Section 812.301, Government Code, as added by
 this Act, applies only to a retiree who registers under Chapter 305,
 Government Code, on or after the effective date of this Act.  A
 retiree who registers under Chapter 305, Government Code, before
 the effective date of this Act is governed by the law in effect
 immediately before the effective date of this Act, and the former
 law is continued in effect for that purpose.
 SECTION 3.  This Act takes effect September 1, 2019.
