46 AN ACT
57 relating to military-connected students, including providing a
68 designation for certain school district campuses that take actions
79 to assist those students.
810 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
911 SECTION 1. Section 25.006(d), Education Code, is amended to
1012 read as follows:
1113 (d) In this section, "military-connected student" means a
1214 student enrolled in a school district or open-enrollment charter
1315 school who:
1416 (1) is a dependent of a current or former member of:
1517 (A) [(1)] the United States military [serving in
1618 the Army, Navy, Air Force, Marine Corps, or Coast Guard on active
1719 duty];
1820 (B) [(2)] the Texas National Guard; or
1921 (C) [(3)] a reserve force of the United States
2022 military; or
2123 (2) was a dependent of a member of a military or
2224 reserve force described by Subdivision (1) who was killed in the
2325 line of duty.
2426 SECTION 2. Subchapter Z, Chapter 33, Education Code, is
2527 amended by adding Section 33.909 to read as follows:
2628 Sec. 33.909. PURPLE STAR CAMPUS. (a) In this section,
2729 "military-connected student" has the meaning assigned by Section
2830 25.006.
2931 (b) The agency shall designate a school district campus as a
3032 Purple Star Campus if the campus applies and qualifies for the
3133 designation under this section.
3234 (c) To qualify as a Purple Star Campus, a campus must:
3335 (1) designate a staff member as a military liaison,
3436 whose duties include:
3537 (A) identifying military-connected students
3638 enrolled at the campus through the Public Education Information
3739 Management System (PEIMS);
3840 (B) serving as the point of contact between the
3941 campus and military-connected students and their families;
4042 (C) determining appropriate campus services
4143 available to military-connected students; and
4244 (D) assisting in coordinating campus programs
4345 relevant to military-connected students;
4446 (2) maintain on the campus Internet website an easily
4547 accessible web page that includes resources for military-connected
4648 students and their families, including information regarding:
4749 (A) relocation to, enrollment at, registration
4850 at, and transferring records to the campus;
4951 (B) academic planning, course sequences, and
5052 advanced classes available at the campus;
5153 (C) counseling and other support services
5254 available for military-connected students enrolled at the campus;
5355 and
5456 (D) the military liaison designated under
5557 Subdivision (1) and the liaison's duties under that subdivision;
5658 (3) maintain a transition program led by students,
5759 where appropriate, that assists military-connected students in
5860 transitioning into the campus;
5961 (4) offer professional development for staff members
6062 on issues related to military-connected students; and
6163 (5) offer at least one of the following initiatives:
6264 (A) a resolution showing support for
6365 military-connected students and their families;
6466 (B) recognition of the Month of the Military
6567 Child or Military Family Month with relevant events hosted by the
6668 campus; or
6769 (C) a partnership with a local military
6870 installation that provides opportunities for active duty military
6971 members to volunteer at the campus, speak at an assembly, or host a
7072 field trip.
7173 (d) To comply with a requirement under Subsection (c)(2),
7274 (4), or (5), a school district campus may partner with the district
7375 to provide:
7476 (1) an Internet website web page required under
7577 Subsection (c)(2) if the campus does not have an Internet website;
7678 (2) professional development required under
7779 Subsection (c)(4); or
7880 (3) an initiative required under Subsection (c)(5).
7981 (e) The agency shall adopt rules as necessary to administer
8082 this section.
8183 SECTION 3. This Act applies beginning with the 2019-2020
8284 school year.
8385 SECTION 4. This Act takes effect immediately if it receives
8486 a vote of two-thirds of all the members elected to each house, as
8587 provided by Section 39, Article III, Texas Constitution. If this
8688 Act does not receive the vote necessary for immediate effect, this
8789 Act takes effect September 1, 2019.
